The Commission shall consist of fifteen (15) members, eleven (11) of whom shall be residents of the City of Plainfield between the ages of fifteen (15) and nineteen (19) and four (4) members of the public-at-large whose age shall be twenty-one (21) years or greater; and
(a) 
The Commission members shall be appointed by the Mayor with the advice and consent of the City Council as follows:
(1) 
Two (2) sitting members of the City Council of the City of Plainfield; and
(2) 
Two (2) adult members of the public-at-large whose age shall be twenty-one (21) years or greater; and
(3) 
Two (2) youth representatives who shall be designated as Mayoral appointments; and
(4) 
Seven (7) youth members who shall be recommended to the Mayor by the City Council of the City of Plainfield in a fashion approved by the majority thereof; and
(5) 
Two (2) youth members from the public-at-large who shall be recommended to the Mayor by the City Council of the City of Plainfield.
(b) 
Other than public-at-large appointments, the Council and Mayoral appointees' terms shall be coterminous with the term of office of the appointing Mayor, whether said Mayoral term ends voluntarily or involuntarily.
(c) 
Adult public-at-large members once approved by advice and consent of the City Council shall serve a term of two (2) years from the date of their appointment and until their successors are appointed and qualified provided however, that the initial appointments contained in this subsection shall serve staggered terms as follows:[1]

Vacancies resulting from causes other than by expiration of term shall be filled for the unexpired term only and shall be filled in the same manner as the original appointments were made.

All members of the Commission shall serve without compensation. The Commission may submit a budget request of no more than Twenty Thousand Dollars ($20,000.00) a year to the City Council annually for the reimbursement of expenses for the work of the Commission and/or programs.

The Commission shall select from among its youth members a Chairperson and Vice Chairperson. The Commission shall select a Secretary who shall be selected from the adult members of the Commission and shall, at the same time, select an Assistant Secretary from the youth members of the Commission who shall serve for the same term as the adult secretary.

(a) 
It shall be the duty of the Commission to advise the Mayor and City Council on the needs, concerns, accomplishments and contributions of the Plainfield Youth community as well as the impact of legislation or the lack thereof and its effect on the Plainfield Youth community.
(b) 
The Commission shall elicit input from the youth community by, among other things, visiting community centers, meeting with community leaders, attending and sponsoring community meetings and taking any other actions it deems necessary to carry out its purposes. The Commission shall annually report its findings and recommendations to the Mayor and City Council in a form agreeable to the Mayor and City Council.
(c) 
In addition, the Commission shall:
(1) 
Provide a direct communication vehicle between the youth of the City and City administration.
(2) 
Provide Youth Commission members with the experience of working with City government and to instill a sense of civic responsibility.
(3) 
Provide leadership opportunities for teenage citizens of Plainfield.
(4) 
Create projects that relate to the Youth Commission purpose and objectives.
(5) 
Provide a vehicle for dialogue with youth on pertinent issues that may exist from time to time and which impact upon the youth population of the City of Plainfield and/or youth population at large.
(6) 
Educate the youth residents about opportunities to serve the community, recruit and support the youth residents to become actively involved in the City's boards, commissions and political bodies.

The Commission may request assistance and services from/through the City's administrative staff pursuant to a process that may be established by the Mayor or his/her authorized designee. All of such requests for assistance and/or service must be consistent with the purposes of the Commission as herein set forth.

(a) 
The agencies, boards, commissions and committees shall establish the number of youth liaisons required, but in no event shall exceed two (2).
(b) 
The appointment will be for one (1) year provided however that any further reappointments for the same liaison shall not exceed an aggregate of three (3) years.
(c) 
The appointments will run on a calendar year.
(d) 
Each liaison shall be a nonvoting member of any such agency, board, commission or committee to which he/she shall be appointed.
(e) 
Each January the liaison will receive a certificate of volunteer hours for the previous year which will be submitted by December 31st of the previous year from any agency, board, commission or committee chairperson.
(f) 
Requirements to be a liaison shall be as follows:
(1) 
Must be a high school student (public or private).
(2) 
Must live in the City of Plainfield.
(3) 
Must complete an application and submit within the required timelines established by the appointing agency, board, commission or committee.
(4) 
Must have written parent/guardian consent.
(5) 
There will be required a minimum of two (2) hours per month of volunteer service which shall include committee meetings.
