No person shall park a vehicle between the hours of 2:00 A.M. and 6:00 A.M. upon any off-street parking project or lot owned or controlled by the City of Plainfield located within the area bound by Green Brook, Roosevelt Avenue, East and West Fifth Streets, Central Avenue and Grove Street, and also Lot Number7 located south of East Seventh Street, except upon those areas designated as exceptions by the City of Plainfield.

No person shall operate a motor vehicle upon any off-street parking lot (owned or operated by the City of Plainfield) for use as a thoroughfare or throughway for the purpose of passing from one public street to another except for the purpose of entering, parking and exiting thereon and therefrom.

(a) 
If an owner or operator of a vehicle shall cause, allow or permit such vehicle to be placed or remain in any parking space on any off-street parking project or lot owned or controlled by the City of Plainfield adjacent to any parking meter provided for such space while such meter displays a signal indicating that the vehicle occupying such space has been parked beyond the period of time paid for or prescribed for such parking space, a notice (in such form as may be prescribed by the City of Plainfield) to the effect that the vehicle has been parked overtime may be affixed to such vehicle.
(b) 
The notice shall require that the owner or operator of the vehicle pay for such overtime a prescribed sum, as set forth on the notice and as may be determined from time to time by the regulations of the City of Plainfield, but not to exceed One Dollar ($1.00) for each hour or fraction thereof of such overtime, which sum and notice shall be deposited in a box or receptacle provided therefore on any parking lot.
(c) 
No owner or operator of such a vehicle shall cause, allow, or permit any vehicle to be removed from any such parking lot without first paying the designated overtime parking fee as hereinbefore provided. Such action shall be unlawful and shall constitute a violation of this article.

No person shall operate a motor vehicle upon any off-street parking lot (owned or operated by the City of Plainfield) so as to traverse or travel for any purpose whatsoever on or over any passageway, lane or driveway designated and marked by standard One-Way signs as provided by N.J.S.A. 39:4-183.18, except in the direction so indicated.

No person shall park any vehicle on off-street parking projects or lots owned or controlled by the City of Plainfield in violation of the requirements or regulations adopted for the use of such projects or lots and posted therein.

(a) 
Purpose and authority. The provisions of Subtitle 1, Title 39, of the Revised Statutes of New Jersey are made applicable to the semipublic roads, streets, driveways and parking lots at 916-926 South Avenue, Block 621, Lot 4; 1201-1223 East Seventh Street / 517-535 Leland Avenue, Block 625, Lot 84; 719-731 West Front Street, Block 231, Lot 21; 662-758 South Second Street, Block 112, Lot 9.01; Block 772, Lots 9, 10.02, 15, 19, 25, and 36.01; Block 245, Lots 3.01 and 3.02; Block 113, Lot 14.01; Block 840, Lot 7.01; Block 625, Lots 29, 30, 31, 32, 33, 35 and 29.01; and 1202-50 Randolph Road/1203-21 Park Avenue, Block 13, Lot 38.02; 1223-51 Park Avenue/1201-39 Moffett Avenue, Block 13, Lot 38.01; 1252-1360 Randolph Road, Block 13, Lot 38.03 on the Plainfield City Tax Map.

(b) 
Violations and penalties. A penalty for a violation of any Title 39 provision or any Plainfield City ordinance shall be in accordance with the penalty(s) set forth in Title 39 or the Plainfield City ordinances, and shall be administered in the same manner as if the violation occurred on a public road or parking lot under the municipality's jurisdiction.
