Editor's Note: Former Art. I, Township Coordinator, adopted
1-28-76 as Ord. No. 0-7-76 as Ch. 4A of the 1970 Code of the Township
of Winslow, was repealed 3-25-87 by Ord. No. 0-11-87.
There is hereby created and established in the Township of Winslow
the office of Municipal Clerk pursuant to N.J.S.A. 40A:9-133.

The Municipal Clerk shall be appointed by the Appointing Authority,
with the approval of the Mayor and Township Committee. The term of
office for the Municipal Clerk shall be three (3) years which shall
run from the actual date on which he or she was appointed.

The Municipal Clerk shall be paid a salary fixed and adopted
by the Mayor and Township Committee in the annual salary ordinance.
The Municipal Clerk shall serve as the Clerk of the township.
In this capacity, the Municipal Clerk shall have the duties as set
forth by law and to include:
A. To serve as custodian of municipal records, including ordinances,
resolutions, minutes and correspondence.
B. To supervise and participate in a variety of operations of the office
of Municipal Clerk, including recording and reporting vital statistics,
bills of sale and other documents.
C. To certify copies of records.
D. To issue permits and licenses, including licenses authorized by Township
Committee pursuant to the State Alcoholic Beverage Control Law, equestrian
permits, bingo licenses, raffle licenses, dog and cat licenses, marriage
licenses; and to collect and record fees; and maintain records of
such licenses and permits.
E. Attend all Township meetings; record votes; record and prepare official
minutes of all Township Committee meetings, and serve as notary public.
F. Administer oaths of office to elected officials and maintain related
records.
G. Attest all official documents of the Township with the municipal
seal; review and implement new legislation concerning the functions
of the Municipal Clerk's office and properly advertise all ordinances
and other legal notices.
H. Officiate at elections and assist in the tabulation of votes; prepare
reports on election returns; transmit to the State Secretary a list
of all municipal officers elected; register new voters; maintain an
up-to-date list of voters, and supervise election workers.
I. Serve as registrar of vital statistics for the Township, unless otherwise
provided by resolution of the Township Committee.
J. Perform related duties as may be prescribed by law or ordinance or
as directed by the Township Committee.
K. The Municipal Clerk must hold a registered Municipal Clerk Certificate
issued pursuant to N.J.S.A. 40A:9-133.3 or 40A:9-133.4.
