Appointment. The Chief Water Treatment Plant Operator shall be appointed

Analyze work requirements, determine staff resources, equipment,
and other resources needed to accomplish work assignments, and make
adjustments among subordinate units as deemed appropriate.
Establish and adjust long-range schedules, priorities, and deadlines
for regular and special work assignments, and coordinate work schedules
among subordinate units.
Review, approve, modify, or reject changes in functions, structure,
position design, staffing levels, and the like proposed by subordinates
and collaborate with higher levels of management in making decisions
relating to major changes in work plans or operations.
Review and analyze records and reports of work procedures, costs,
equipment, and staff resource utilization to evaluate progress and
to control or reduce costs.
Direct the accomplishment of assigned work operations within the
limits of policies and guidelines established by management officials,
and oral and written instructions provided by superiors.
Supervise and work with operators engaged in various water treatment
processes such as operating and regulating pumps, agitators, and valves;
operating chemical feed devices; taking water samples and testing
and adjusting the level of chlorine in the water.
Appointment. The Sewer/Water Superintendent shall be appointed shall
be appointed by the Appointing Authority, with the approval of the
Mayor and Township Committee.
Advise management officials and their staff on matters involving
the supervisor's organization and operations in relation to accomplishments
and to such functions as planning, budget, and supply.
Participate in the establishment of goals and major work schedules,
development of cost and budget analysis or forecasts, and determinations
concerning long-range human resource requirements.
Translate basic management goals and objectives into effective work
operations, establish a good working climate to encourage employees
to participate in achieving management goals, and to promote efficient
and economical work operations.
Supervise sewer foreman and other employees engaged in maintenance
and repair of sewers and basins, including the repair of broken sewer
lines, replacement of worn parts, and installation of new sewer pipes.
Determine need for the types of materials and equipment required
to complete projects and evaluate new developments in materials, tools,
and equipment to recommend or deny purchase.
Supervise the periodic cleaning of stormwater and sewer catch
basins, repair of broken sewer lines, replacement of worn parts, and
installation of new sewer pipes.
Analyze trends, such as population and industrial growth of
area being served, to determine adequacy of current facilities and
to project community demands for future facilities.
Develop plans to meet and serve expanding community needs such
as increasing capacity of water storage and filtration facilities
or arranging new sources of water supply.
Plan and coordinate activities of workers in operation and maintenance
of water system to ensure adequate water supply for human consumption
and industrial or agricultural use.
Supervise the establishment, development, and execution of work
plans and procedures for the construction, maintenance, repair, and
inspection of water service installations.
Direct the opening and closing of streets, the tapping of water
mains, pipes, gates, hydrants, and valves, and the installation of
new mains and appurtenances.
Appointment. The Supervising Water Treatment Plant Operator shall
be appointed by the Appointing Authority, with the approval of the
Mayor and Township Committee.
Supervise and work with a group of operators involved in operating,
adjusting, and regulating water treatment plant pumps, valves, and
other equipment.
Train new employees and make recommendations regarding appointments,
promotions, reassignments, transfers, disciplinary actions, or other
personnel transactions.
Supervise and work with other employees in the filtration process,
sludge processing, pumping stations, flocculation and sedimentation,
adjustment of chemical feed equipment, routine water testing, and
other operations related to the water treatment purification plant.
Carry out agency policies and programs as they apply to a unit,
and perform special assignments as given by a superior, preparing
reports with recommendations as appropriate.
May also operate primary pumping equipment in order to transfer
raw water to treatment plant or to distribute treated water to residential,
commercial, or industrial establishments.
Will be required to learn to utilize various types of electronic
and/or manual recording and information systems used by the agency,
office, or related units.
Compensation. The Supervising Water Treatment Plant Operator shall
be paid a salary fixed and adopted by the governing body in the annual
salary ordinance.
Duties. The duties of the Administrative Clerk, who shall deal with
confidential matters when required to do so, shall include, but not
be limited to, the following:
Assist an administrative official in the formulation of effective
policies and procedures for the office and other clerical and related
operations of a department or autonomous government agency.
Analyze and directly or indirectly supervise the clerical and related
work involved in the preparation of the annual budget for an entire
department or autonomous government agency.
May directly supervise some designated phase or phases of the clerical
and related work involved in maintaining financial and/or personnel
records, preparing payrolls, making purchases, compiling statistical
and other data, checking and approving invoices and vouchers, and
collecting and depositing money.
Will be required to learn to utilize various types of electronic
and/or manual recording and computerized information systems used
by the agency, office, or related units.
