A. No person, firm or corporation owning or occupying property within
the Township of Winslow shall permit any grass or weeds or any vegetation
whatsoever, not edible or planted for some useful or ornamental purpose,
to grow or remain upon such premises within one hundred (100) feet
of a property line so as to exceed a height of six (6) inches or to
throw off any unpleasant or noxious odor or to conceal or harbor any
filthy deposit, rodent or other living creature or to create or produce
pollen. Nor shall any such person, firm or corporation permit any
such grass, weeds or vegetation to grow or remain upon any portion
of any property in such a condition that the grass, weed or vegetation
is detrimental to the health, safety and welfare of any inhabitant
of the Township of Winslow. Any grass, weeds or other vegetation growing
upon any premises or property in the Township of Winslow in violation
of any of the provisions of this section is hereby declared to be
a nuisance and detrimental to the health, safety, cleanliness and
comfort of the inhabitants of the Township of Winslow.
(1) Notwithstanding the above, the prohibition on grass or weeds or any vegetation whatsoever, not edible or planted for some useful ornamental purpose, to grow within one hundred (100) feet of a property line so as to exceed a height of six (6) inches shall not apply to any undeveloped property that does not contain structure(s) or improvement(s) as these terms are defined in §
294-10.
B. The owner, occupant or tenant of premises abutting any street in
the township shall at all times keep the public sidewalk, the area
between the public sidewalk and the curb or paved roadway and any
public right-of-way that directly abut such premises ("areas") free
from all weeds, limbs and branches of trees or shrubs, holes, pits,
loose stones, rubbish, paper, debris and other objects, and shall
otherwise keep the area described in this section free from obstructions
of all sorts. Nor shall any such person permit any grass or weeds
or any vegetation whatsoever, not edible or planted for some useful
or ornamental purpose, to grow or remain upon such areas so as to
exceed a height of six (6) inches or to throw off any unpleasant or
noxious odor or to conceal or harbor any filthy deposit, rodent or
other living creature or to create or produce pollen. Nor shall any
such person permit any such grass, weeds or vegetation to grow or
remain upon any portion of such areas in such a condition that the
grass, weed or vegetation is detrimental to the health, safety and
welfare of any inhabitant of the Township of Winslow. Any grass, weeds
or other vegetation growing upon any areas in the Township of Winslow
in violation of any of the provisions of this section is hereby declared
to be a nuisance and detrimental to the health, safety, cleanliness
and comfort of the inhabitants of the Township of Winslow.
No person, firm or corporation owning or occupying lands lying
within the Township of Winslow shall permit any brush, hedges, weeds
and other plant life to grow or remain upon such premises within ten
(10) feet of any roadway and within twenty-five (25) feet of the intersections
of two (2) roadways cut to a height of not more than two and one-half
(2-1/2) feet where it shall be necessary and expedient for the preservation
of the public safety. Any brush, hedges, weeds or other plant life
growing upon any premises in the township in violation of any provisions
of this section is hereby declared to be nuisance and detrimental
to the health, safety, cleanliness and comfort of the inhabitants
of the Township of Winslow.
The owner of any vacant premises or premises occupied by the owner, or the occupant thereof in case of premises occupied by a person other than the owner thereof, shall remove, trim or cut all grass, weeds or other vegetation growing or remaining upon such premises in violation of Sections 204-07 and 204-08 above in accordance with the requirements of Article
IX of this chapter.
The owner or occupant of any property, or any employee or contractor
of such owner or occupant engaged to provide lawn care or landscaping
services, are only allowed to sweep, rake, blow or otherwise place
leaves that are not containerized at the curb or along the street
seven (7) days prior to a scheduled and announced collection, and
shall not be placed closer than ten (10) feet from any storm drain
inlet. Leaf collection is twice a year, Spring Collection begins April
1st through May 31st and Fall Collection begins November 1st through
December 31st of the current year. Placement of such leaves at the
curb or along the street at any other time or in any other manner
is a violation of this Article. If such placement of leaves occurs,
the party responsible for placement of the leaves must remove the
leaves from the street upon notice from the township, or said party
shall be deemed in violation of this section. Vehicles should not
be parked close to the leaves so that your leaves can be easily accessed
for removal.
Branches shall be cut in four (4) foot lengths and tied or bundled
securely or otherwise placed in proper containers with suitable handles,
clearly marked "yard waste" and all of the aforementioned shall be
of such weight and design as to be conveniently handled by one (1)
man, and no receptacle or bundles, together with contents, shall weigh
more than fifty (50) pounds. If yard waste that is not containerized
is placed in the street, curb or sidewalk, the party responsible for
placement of yard waste must remove the yard waste from the street
or said party shall be deemed in violation of this section.
No person shall break into, untie or otherwise unbundle any
container, bundle or package of paper, ashes, refuse, garbage or offal
that has been placed on the sidewalk for collection.
