There is hereby created a Department of Recreation, the head
of which shall be the Director of Recreation who shall be appointed
by the Mayor, with the advice and consent of Council, for the term
of the Mayor appointing him and until appointment and qualification
of a successor, and to be paid such compensation as shall be fixed
from time to time by a general salary ordinance, and who shall be
the appointing authority for all technical personnel and laborers
necessary to carry out the functions of the Department.

The Department of Recreation shall be responsible for the provision
and administration of all Township recreation programs except those
administered through the Recreation Commission.
