The owner or owners, occupant or occupants of premises abutting or bordering upon any of the streets, avenues or highways in the Borough of Merchantville shall remove or cause to be removed all ice or snow from the sidewalks of any such streets, avenues or highways within 10 hours of daylight after the same shall have formed or ceased to fall thereon.

In the event the owner or owners, occupant or occupants shall fail to remove the ice and snow as provided in § 73-8 and in lieu of the imposition of a fine as provided in § 73-9, said snow or ice may be removed from the sidewalks by the Highway Department of said borough or under its direction, in which case the cost of such removal shall be certified to the Borough Council and charged as a lien against the abutting property and shall be added to and form part of the taxes next to be assessed and levied upon such abutting property.
