[1975 Code § 19-1]
A local Board of Health is hereby created in the Borough to
perform the duties imposed and to carry into effect the powers conferred
upon such local Board of Health by the laws of the State of New Jersey;
provided, that it shall not have the power to enact ordinances.

The Board of Health shall adopt rules and regulations for its
own government and shall elect a President from its own members.

The Board of Health shall appoint a Registrar of Vital Statistics
and it may also appoint such other officers or assistants as the Board
of Health may deem necessary. All appointees shall be governed by
the rules of the Board, and they may be removed for cause by such
Board. The enforcement officers shall be State licensed and they shall
promptly report to the Board of Health every violation of the Borough
health ordinances which may come within their observation or knowledge.
The Borough Police Officers shall be special sanitary inspectors,
and they shall promptly report to the Board of Health every violation
of the Borough health ordinances and other laws which may come within
their observation or knowledge.

The Board of Health shall not contract any debts of any kind
beyond the amount of the appropriations first made for its use by
the Governing Body, except in an emergency, but then only with Governing
Body approval.

An Environmental Committee is hereby established within the
Borough of Island Heights for the sole purpose of advising the Mayor
and Council on issues of environmental concern to the residents of
the Borough.

The Environmental Committee shall consist of that number of
persons the Mayor deems appropriate. The Mayor shall appoint, with
the consent of the Council, members to the Environmental Committee
on an annual basis.

Persons shall be appointed to the Environmental Committee for
such term as the Mayor, with the consent of the Council, deems appropriate
and necessary. However, in no event shall any appointment to the Environmental
Committee last any longer than the next annual organizational meeting
of the Mayor and Council of the Borough of Island Heights, provided
that such person may be annually reappointed.

The sole duty of the Environmental Committee and its members
shall be to advise the Mayor and Council of the Borough of Island
Heights regarding issues of environmental concern within the Borough
of Island Heights. The Environmental Committee and its members shall
also comment upon issues of environmental concern when requested by
the Mayor and Council to do so. However, the Environmental Committee
and its members shall have no power to take any action on behalf of
the Borough of Island Heights, or to take any other action other than
what is set forth within this subsection.

It is the express intention and purpose of the Mayor and Council
that the Environmental Committee shall provide a place for environmental
issues concerning the Borough to be discussed until such time as the
Mayor and Council take formal action on an issue.

There is hereby established within the Borough of Island Heights
a Senior Citizen Advisory Board, which is established for the express
purpose of advising the Mayor and Council of the Borough of Island
Heights on issues and concerns of the Senior Citizen population within
the Borough of Island Heights.

The Board shall meet at least quarterly, and minutes of the
Board's meeting will be taken by the Secretary.
