[2000 Code § 26-1]
All officers and employees shall be selected with reference to their qualifications and fitness for the public service required of them and without reference to their political faith or affiliation. The officers and employees shall be selected to office pursuant to N.J.S.A. 40:83-1 et seq.

a. 
All City officers and employees employed by the City of Asbury Park on the date of final passage of this section shall not be required as a condition of their continued employment, to become bona fide residents of the City, except as otherwise required by law.
b. 
A bona fide resident is a person having a permanent domicile within the City.
c. 
Before a nonresident is employed for a non-uniformed classified civil service position, the City Manager or his/her designee shall place an advertisement in a local newspaper at least once seeking a qualified City resident.
d. 
For non-uniformed classified civil service positions, the City shall separate all of the duly qualified applicants for the position or positions to be filled into the following classes:
1. 
Residents of the City of Asbury Park.
2. 
Other residents of Monmouth County.
3. 
Residents of Counties contiguous to Monmouth County.
4. 
Other residents of the State of New Jersey.
5. 
All other qualified applicants who are residents of the United States but who do not reside in New Jersey.
The classes of qualified applicants defined above shall be considered as separate and successive lists of eligibles for the position or positions to be filled, in the order referenced above.

The New Jersey Civil Service Commission has completed a survey of all positions of its jurisdiction and following such survey, the New Jersey Civil Service Commission submitted to the Mayor and Council four (4) separate and distinct schedules.

The following information was contained in the schedules:
a. 
Schedule I. A list of employees in the City together with their dates of last permanent appointment, and their previous existing status, salary, title and divisional classifications.
b. 
Schedule II. A list of titles of full-time positions in the classified service in the City, in descending order, by proposed salary ranges divided into salary increments, with a list of titles and proposed salary ranges of full-time positions in the classified service in the City in schematic arrangement.
c. 
Schedule III. An alphabetical list of titles of full-time positions in the classified service in the City with proposed salary ranges and divisional classifications, an alphabetical list of titles in the unclassified service in the City with the statutory or other provisions placing the position in the unclassified service, and an alphabetical list of titles of part-time positions in the classified service in the City.
d. 
Schedule IV. Recommendations for rules for the installation and administration of civil service procedures in and for the City.

The Mayor and Council in accordance with the request of the New Jersey Civil Service Commission is desirous of providing an adequate salary plan for classes of positions in the City, therefor:
a. 
The classes of positions, duties of which are set forth in the above schedules prepared by the New Jersey Civil Service Commission are hereby created.
b. 
The salary ranges setting forth annual increments specified in the schedule are hereby adopted as and for each class of position mentioned in the schedules and the increment payments contained therein are contingent on the availability of funds.
c. 
The Mayor and Council reserve the right to pay a salary to any new employee at any figure given in the schedules, and not necessarily the first figure of the schedules.
d. 
The adoption of this section shall not operate so as to provide for a payment in excess of the normal increment prescribed for the class of position attached thereto, notwithstanding that the minimum salary range as set forth in that class position may not be reached.
e. 
The adoption of this section shall operate to provide increments only to those employees who have satisfactorily performed the duties of their positions.
f. 
The salaries shall be paid semi-monthly to the officers and employees.
g. 
The aforesaid schedules shall be kept on file with the City Clerk.

Pursuant to C. 52:14-15f.2b et seq. P.L. 2013 c. 28, authorizes local governments to mandate direct deposit for governmental employees effective after July 1, 2014.

a. 
All full-time or biweekly paid employees shall have their net pay deposited via direct deposit.
b. 
Seasonal or part-time employees are exempt from this requirement but can utilize direct deposit.

The Chief Financial Officer shall have the ability to grant limited, good cause waivers to the direct deposit mandate.
