No one shall serve or consume alcoholic beverages on City-owned property, including City, rights-of-way, without first obtaining authorization from the City Council, sitting as the Board of License Commissioners, as well as from the Public Safety Director, the Police Department and the Department of Public Works.
The following information/application must be provided to the City Clerk's office at least 30 days prior to the event:
A. 
Special event license, a Class F liquor license (if applicable), subject to the approval and stipulations of the Board of License Commissioners.
B. 
City property use form, subject to the approval of Public Works Director.
C. 
Street closing application (if applicable), subject to the approval of the Public Works Director.
D. 
General liability insurance policy from an approved insurer, in the amount of not less than $1,000,000 and naming "the City of Pawtucket, its agents, servants, officers and employees" as additional named insured.
E. 
Written agreement indemnifying and holding harmless the City, its officers, employees and agents from and against any and all loss arising out of, resulting from, or in any manner caused by the consumption of alcoholic beverages.
F. 
Permit fee of $400 must be filed, of which, upon satisfactory inspection of the property after the event by the Department of Public Works, a refund of $350 may be made.
A. 
The only City property where alcohol sale, service and consumption will be considered is the following:
(1) 
Streets within the Commercial Downtown for special events.
(2) 
City parking garage.
(3) 
Festival pier.
B. 
There will be no sale, serving or consumption of alcohol in any local parks or recreation facilities, unless listed above.

Special event license and police detail required.

Beer and wine only.
C. 
Area must be fenced in and location approved by the Police Department. All alcohol must remain within the fenced-in area only.
D. 
Only plastic cups may be used. No glass of any kind will be permitted.
E. 
Subject to any further stipulations placed on the license by the Board of License Commissioners.
F. 
Beer and wine must be provided by the organization, group, or person hosting the activity or event and holding the event license or a duly licensed caterer hired by the organization.
G. 
All parties consuming alcoholic beverages must conform to all City and state liquor laws. This includes, but is not limited to, requirements that all servers be TIPS certified.
H. 
The consumption or possession of alcoholic beverages on City property is prohibited between the hours of 12:00 a.m. midnight and 10:00 a.m.
I. 
Any outdoor amplified sound, including music, may be allowed up to 11:00 p.m. on Fridays, Saturday, and nights before legal holidays, and 9:00 p.m. on all other nights.
J. 
No refuse or trash shall be left anywhere on the grounds.
K. 
Upon a satisfactory inspection of property after the event by the Public Works Department, a refund of up to $350 shall be made.
The Director of the Public Safety shall cause these regulations to be filed at both the City Clerk's office and the Department of Public Works.
These regulations may be reviewed or amended as needed to ensure the safety of the general public or to address any issues that may arise.
