a. 
Appointment; Qualifications. The Emergency Management Coordinator, who shall serve as the Director of the Office of Emergency Management, shall be appointed by the Mayor with the advice and consent of the Township Committee for a term of office as prescribed by N.J.S.A. 9-40.1. The Emergency Management Coordinator shall be a resident of the Township and shall be chosen on the basis of his or her experience and training in the field of emergency management for a term of three (3) years.
b. 
Removal. The Emergency Management Coordinator may be removed from office in accordance with the terms and provisions of law.
c. 
Compensation. The compensation of the Emergency Management Coordinator shall be as established by the General Salary Ordinance of the Township.
d. 
Powers and Duties. The Emergency Management Coordinator shall:
1. 
Be responsible for the planning, organization, and direction of varied emergency management operations within the Township, and coordinate the activities of municipal departments within the Township while providing them with the necessary guidance and advice for the development of emergency management programs.
2. 
Coordinate the activities of the Township emergency management staff and provide definitive information concerning emergency management programs and policies.
3. 
Prepare budgets, statistical reports, evaluations and other reports as may be necessary.
4. 
Conduct studies and make changes in the existing organization and operation to assure continuity between all divisions of the Office of Emergency Management.
5. 
Establish and maintain the Township Emergency Operating Center.
6. 
Develop and conduct drills and exercises for the Township organization and practice operations for the municipality in cooperation with the County and State emergency management organizations.
7. 
Confer with municipal officials for the development of mutual aid programs, and for the planning and organization of emergency management programs.
8. 
Coordinate and organize municipal emergency management plans for the Township as well as the utilization of municipal resources to assure their most effective use.
9. 
Plan and develop training programs for the Township staff and assist in the planning and review of the municipal training program for conformity with County and State criteria.
10. 
In emergency situations, coordinate the altering and mobilization of the municipal emergency management organizations, and assist in the processing of requests for emergency aid and the dispatching of emergency aid to the points of greatest need.
11. 
Attend schools, seminars and meetings which enhance the overall emergency management structure of the Township.

There shall be a Deputy Emergency Management Coordinator appointed by the Emergency Management Coordinator with the approval of the Mayor, for a term concurrent with that of the Coordinator. The Deputy shall have the same qualifications as the Emergency Management Coordinator (EMC), shall assist the EMC and, further, shall assume the functions, powers and duties of the EMC in the absence of the EMC. The Deputy shall be a resident of the Township and, whenever possible, shall be compensated by the General Salary Ordinance of the Township.

Creation; Organization. There is hereby created the Office of Emergency Management, in accordance with N.J.S.A. A:9-40.1, which shall be under the direction and supervision of the Emergency Management Coordinator, who shall have the functions, powers and duties as prescribed by law. The Office of the Emergency Management shall be established in the Municipal Building.
