The administrative functions, powers and duties of the Township
are hereby allocated and assigned among and within the office of Township
Clerk and the Departments established or constituted by this chapter
as follows:
a. Office of the Township Clerk, as provided for in Article
V of this chapter [Sections
2-11 et seq.].
b. Department of Administration and Finance, as provided for in Article
VI of this chapter [§
2-13 et seq.].
c. Department of Law, as provided for in Article
VII of this chapter [§
2-14].
d. Department of Planning and Development, as provided for in Article
VIII of this chapter [§
2-15 et seq.].
e. Department of Industrial Affairs, as provided for in Article IX of this chapter [§
2-16 et seq.].
f. Department of Public Works and Parks, as provided for in Article
X of this chapter [§
2-17 et seq.].
g. Department of Police, as provided for in Article
XI of this chapter [§
2-18 et seq.].
h. Department of Recreation and Resident Services, as provided for in Article
XII of this chapter [§
2-19 et seq.].
i. Department of Health and Human Services, as provided for in Article
XIII of this chapter [§
2-20 et seq.].
j. Office of Media and Communications, as provided for in Article
XIV of this chapter [§
2-21 et seq.].
k. Statutory Boards, Authorities, Commissions and Agencies and other
Boards and bodies created, continued or reconstituted by the Charter,
these Revised General Ordinances, including this chapter or other
ordinances of the Township.
l. Department of Senior Services, as provided for in Article
XXVI of this chapter [§
2-99 et seq.].

A Director may serve as a Division Head and a Division Head
may serve as a Bureau Head without additional compensation. Department
heads shall devote full time as required for the proper and efficient
discharge of the duties of their respective offices. Whenever a vacancy
exists in the office of head of any division by resignation Director
of the Department may fill such vacancy temporarily by appointing
an acting head of such Division, who shall have and perform all the
functions, powers and duties of such Division until the office shall
be filled permanently.

In addition to the Departments provided in Subsection
2-10.1 there shall be the following statutory agencies which are allocated and assigned to the supervision of the Mayor or of the Council, as the case may be, in accordance with which of them is the appointing authority:
a. Board of Adjustment. The Board of Adjustment established heretofore and appointed
by the Municipal Council and empowered pursuant to N.J.S.A. 40:55D-69
and as provided by ordinance is hereby continued.
Cross Reference. For purposes of budget, personnel and purchasing, the Board of Adjustment is allocated and assigned within the Department of Planning and Development. The Board delegates and appoints an employee of the Department to serve as Secretary. See Subsection
2-15.9.
b. Alcoholic Beverage Control. The Municipal Council for the purpose of alcoholic beverage control, is constituted the local issuing authority, pursuant to N.J.S.A. 33:1-19 and as provided for in Subsection
6-3.2 of these Revised General Ordinances.
c. Housing Authority. The Housing Authority Law (N.J.S.A. 55:14A-1 et seq.) and as provided for in Article
XVIII of this chapter of these Revised General Ordinances [§
2-36 et seq.], the members of which are appointed in accordance with State law.
d. Municipal Court of Woodbridge. The Municipal Court and the Judges thereof established pursuant to N.J.S.A. 2A:8-1 et seq. and as provided for in Article
XXI of this chapter of these Revised General Ordinances [§
2-75 et seq.], which Judges are appointed by the Mayor with the advice and consent of the Council.
e. The Planning Board. The Planning Board established pursuant to the Municipal Land Use Law (1975) (N.J.S.A. 40:55D-23) and as provided for in Article
VIII of this chapter of these Revised General Ordinances [§
2-15 et seq.).

f. Human Rights Commission. The Human Rights Commission established pursuant to the Law Against Discrimination (N.J.S.A. 10:5-10) and as provided for in Article
XVIII of Chapter
2 of these Revised General Ordinances [§
2-37 et seq.], the members of which are appointed by the Mayor.
g. Rahway Valley Sewerage Authority. The Rahway Valley Sewerage Authority established pursuant to the Sewerage Authorities Law (N.J.S.A. 40:14A-1 et seq.), and as provided for in §
2-38 of these Revised General Ordinances, one (1) member of which shall be appointed by the Council for a five (5) year term.
h. Library. The Public Library Board of Trustees of Woodbridge as
heretofore established and empowered pursuant to N.J.S.A. 40:54-1
et seq. is hereby continued.
