[1974 Code § 2-65]
a. 
There shall be a Department of Planning and Development, the head of which shall be the Director.
b. 
The Department shall be comprised of the following:
1. 
Planning Board;
2. 
Division of Planning;
3. 
Division of Redevelopment;
4. 
Division of Building Regulations, consisting of a Bureau of Buildings and a Bureau of Inspections; and,
5. 
Board of Adjustment (for limited purposes) as more particularly hereinafter set forth in this article.

The Department of Planning and Development, subject to the provisions of the Charter and these Revised General Ordinances or other ordinances of the Township, shall:
a. 
Advise and assist the Mayor and the Council in regard to the planning and public improvement aspects of all matters related to the development of the Township;
b. 
Study the operation and effect of land use controls and their administration within the Township and report thereon to the Mayor and Council;
c. 
Develop and administer programs and activities for the rehabilitation of housing and the conservation of neighborhoods;
d. 
Develop and administer programs and activities for urban renewal and development.
Whenever an application to buy municipal property is forwarded to the Department of Planning and Development, the Department shall, according to its mandate under the Charter as well as this Administrative Code, review and process the application to purchase municipal property and impose a fee of twenty-five ($25.00) dollars to be paid by the applicant for each application.

The Planning Board of the Township as constituted and empowered in Chapter 150, Land Use and Development is allocated and assigned within the Department of Planning and Development.

[1974 Code § 2-68]
a. 
There shall be within the Department of Planning and Development, a Division of Planning.
b. 
Under the supervision and direction of the Director, the Division of Planning shall:
1. 
Conduct continuous studies and collect statistical and other data to serve as the basis for planning recommendations;
2. 
Conduct studies and prepare materials for the Master Plan or General Plan of Development for the Township;
3. 
Be the official custodian of the legally established maps of the Township including without limitation thereto, the Official Map, Zoning and Election Maps, as established, changed or amended from time to time pursuant to law, except that this shall not include the Tax Map;
4. 
Prepare, evaluate and present to the Planning Board plans for redevelopment and renewal of the Township;
5. 
Provide a Secretary and such staff assistance as the Planning Board may require in the performance of its functions.

a. 
There shall be within the Department of Planning and Development, a Division of Redevelopment.
b. 
Under the supervision and direction of the Director, the Division of Redevelopment shall:
1. 
Administer and execute urban renewal and redevelopment plans and programs authorized pursuant to law;
2. 
Acquire, clear and dispose of project lands in accordance with the terms of authorized urban renewal projects;
3. 
Provide relocation assistance and services to any person or business displaced as a result of the execution of an urban renewal project;
4. 
Effectuate the reuse of cleared lands in accordance with the terms of the approved project plan.

a. 
There shall be within the Department of Planning and Development, a Division of Building Regulations.
b. 
The Division of Building Regulations, under the supervision and direction of the Director and through such Bureaus as may be established, shall administer and enforce building and housing codes, plumbing and electrical codes, the Zoning Ordinance[1] and programs for neighborhood conservation, improvement and rehabilitation.

[1974 Code § 2-71]
a. 
Within the Division of Building Regulations, there shall be a Bureau of Buildings, the head of which shall be the Building Inspector.
b. 
The Bureau of Buildings shall administer and enforce the building, plumbing and electrical codes, and shall perform the functions of the Zoning Officer under the Zoning Ordinance of the Township.

a. 
Within the Division of Building Regulations, there shall be the Bureau of Inspections.
b. 
The Bureau of Inspections shall administer and enforce the Housing Code of the Township and such neighborhood improvement and rehabilitation programs as are authorized pursuant to these Revised General Ordinances, including this chapter, or other ordinances of the Township.

For purposes of budget, personnel and purchasing, the Board of Adjustment of the Township as constituted and empowered in Subsection 2-10.4a is allocated and assigned within the Department of Planning and Development. The Board shall designate and appoint an employee of the Department to serve as its Secretary.

[1974 Code § 2-74]
a. 
The Department of Planning and Development, through the Divisions established by this chapter and otherwise, shall supervise and coordinate all renewal and redevelopment activities of the Township.
b. 
The Township shall be the local public agency for the purposes of any Federal law referring to such an agency, and the respective branches of the municipal government and Departments established by this chapter shall have, exercise and discharge functions in connection with urban renewal in accordance with the Charter and this chapter.
[1974 Code § 2-75]
The Department of Planning and Development, under the direction and supervision of the Mayor, shall:
a. 
Prepare, review, revise and modify plans and programs as defined by law [N.J.S.A. 40:55C-35 and 40:55C-37] for utilizing appropriate private and public resources to eliminate and prevent the development or spread of blight and deterioration, to encourage needed conservation or rehabilitation, to provide for the redevelopment of blighted, deteriorated or deteriorating areas, and to undertake such of these activities or other feasible activities as may be suitably employed to achieve the objectives of such a program, provided that the workable program may be adopted, amended, revised or modified only with the approval of the Mayor;
b. 
Plan, execute and administer urban renewal or redevelopment programs authorized and approved pursuant to agreement with the Federal or State governments, provided that no project shall be undertaken except upon the approval of the Council, and nothing in this subsection shall be construed to authorize any expenditure except pursuant to an appropriation made by the Council.
c. 
Appoint or contract with technical and professional advisors and assistants as may be required and approved for any Federal- or State-aided planning, renewal, development or redevelopment project, provided that nothing herein shall be construed to authorize the making of any contract without the approval of Council where such approval is required by law;
d. 
Constitute and appoint advisory committees, neighborhood councils, and other forms of citizen participation in urban rehabilitation and redevelopment.

a. 
It shall be the responsibility of both the real estate agency and the listing real estate agent to accurately reflect in any advertisement the approved usage of any residence listed for sale.
b. 
Before listing and advertising any dwelling other than a single-family dwelling within the Township, the real estate agency or the listing real estate agent shall verify such description with the Township and receive certification of same from the Department of Planning and Development. Certification shall be issued for a fee of ten ($10.00) dollars. Residences approved as single-family residences shall not be advertised for multiple-family dwellings.
c. 
The penalty for failing to advertise a residence in accordance with its approved usage shall be a fine of no more than one thousand ($1,000.00) dollars for each violation.
d. 
The Director of Planning and Development and/or his designee shall have the power to enforce this provision.
