a. 
There shall be a Department of Public Works and Parks, the head of which shall be the Director. The Municipal Engineer may also be appointed to serve as Director.
b. 
The Department of Public Works and Parks shall include the following divisions:
1. 
Division of Engineering;
2. 
Division of Streets;
3. 
Division of Sanitation and Sewage Disposal;
4. 
Division of Public Sewers;
5. 
Division of Property;
6. 
Division of Parks;
as more particularly hereinafter set forth in this article.

a. 
Within the Department of Public Works and Parks, there shall be a Division of Engineering.
b. 
Under the supervision and direction of the Director of the Department, the Division of Engineering shall:
1. 
Provide all staff engineering required by the Department, with the assistance of such consultants as may from time to time be authorized pursuant to the Code;
2. 
Prepare, maintain and preserve maps, charts and records of roads, utilities, public buildings and structures and all public facilities owned or operated by the Township.
3. 
Prepare, review and approve specifications for public works contracts, supervise and inspect the execution of such contracts, and certify satisfactory completion of work to authorize progress payments pursuant to contract;
4. 
Examine proposed preliminary and final subdivision plats, review them for conformity with the Township Subdivision Ordinance and other land use requirements, and advise the Planning Board as to such matters, and inspect and approve all installations made in accordance with the requirements of the Planning Board prior to the acceptance of any street or the release of any security related to a subdivision approval; and the Planning Board shall not act on any subdivision application unless and until the findings and recommendations of the Division of Engineering have been submitted to the Board and made a part of its public record;
5. 
Maintain the Tax Map for the Bureau of Assessments in a current status, and promptly record thereon all changes of ownership from information provided pursuant to law;
6. 
Inspect and control the maintenance of all Township buildings and structures and establish uniform standards for the protection and preservation of such public property.

a. 
Within the Department of Public Works and Parks, there shall be a Division of Streets.
b. 
Under the supervision and direction of the Director of the Department, the Division of Streets shall:
1. 
Maintain and repair the streets, roads, culverts and drainage of the Township and construct and reconstruct such streets as may be authorized;
2. 
Provide sweeping of streets as required;
3. 
Clear and remove snow and ice from the streets, and provide such other street services as may be assigned by the Director.

a. 
Within the Department of Public Works and Parks, there shall be a Division of Sanitation and Sewage Disposal.
b. 
Under the supervision and direction of the Director of the Department, the Division of Sanitation and Sewage disposal shall:
1. 
Maintain and operate the Township's sewerage pumping and treatment works;
2. 
Operate and control the Township's garbage and refuse collection and disposal facilities, and provide such service as may be authorized by ordinance; and operate any Township incinerator, sanitary land fill, or other means for the disposal of garbage and refuse;
3. 
Maintain and repair trucks and other motor vehicles used by the Division of Sanitation and Sewage Disposal, with such priority as shall be authorized by the Director in the Township Garage operated by the Division of Property in this Department of Public Works.

a. 
Within the Department of Public Works and Parks, there shall be a Division of Public Sewers.
b. 
Under the supervision and direction of the Director of the Department, the Division of Public Sewers shall maintain, repair and clean the Township's sanitary and storm sewers, lines and mains.

a. 
Within the Department of Public Works and Parks, there shall be a Division of Property.
b. 
Under the supervision and direction of the Director of the Department, the Division of Property shall:
1. 
Operate a woodworking and mechanical shop to provide service for the Department and for other Departments with the approval of the Director;
2. 
Maintain and operate a Township Garage for the Servicing and repair of all municipal-owned motor vehicles and equipment, except as may be otherwise ordered by the Director, and all such repairs and service shall be provided at such hours and with such priority as the Director may require;
3. 
Maintain and repair all Township buildings, install office partitions, and assist the Department of Parks and Recreation in the constructions, maintenance and repair of recreational facilities, equipment and apparatus.

a. 
Within the Department of Public Works and Parks, there shall be a Division of Parks.
b. 
The Director of the Department may appoint a Superintendent of Parks, who under the direction and supervision of the Director shall administer the functions of the Division as set forth in this section.
c. 
The Division of Parks shall:
1. 
Provide, maintain and repair playgrounds, playfields and outdoor and indoor recreational facilities, within the limits of available appropriations.
2. 
Cultivate, plan and maintain all public parks and greens, care for, trim and remove trees and shrubs, and preserve and protect the parks of the Township against plant and tree diseases and damage due to the elements.
