[1974 Code § 2-39; New]
The Council shall appoint a Township Clerk for the term of three (3) years. Prior to his appointment, the Clerk may be qualified by training and experience to perform the duties of his office and have a registered Municipal Clerk Certificate pursuant to N.J.S.A. 40A:9-133 et seq.

The Township Clerk shall:
a. 
Serve as Clerk of the Council and keep records of the proceedings of the Council and its committees as provided in Subsection 2-2.5.
b. 
Preserve and compile all ordinances and resolutions, and, at the close of each year, with the advice and assistance of the Department of Law, the Clerk shall compile, codify and bind all the ordinances and resolutions then in effect, and shall properly index such compilation or codification and provide for its publication.
c. 
Have and take custody of all official books, papers and documents of the Township for which no other repository is provided by Charter or ordinance and preserve and keep them safely;
d. 
Provide secretarial and clerical services for the Councilmen in the discharge of their official duties;
e. 
Perform all of the functions required of Municipal Clerks by the General Election Law (Title 19 of the Revised Statutes) and any other law or ordinance and receive for Township use the fees prescribed therefor.
f. 
Perform such functions as are vested in the Township Clerk by State law and ordinances relating to bingo and raffles licensing;
g. 
Have such other, different and additional functions, powers and duties as may be prescribed by law, these Revised General Ordinances or other ordinances of the Township.

[1974 Code § 2-41]
The Township Clerk shall cause the Township Seal to be affixed to instruments and writings when specifically authorized by law or when necessary to exemplify any document or record in his office, or to certify any act or paper, which, from the records in his office, shall appear to be a true copy of any public record or proceeding. He shall not affix the seal or cause or permit it to be affixed to any instrument or writing or other paper except as provided in this subsection, unless required by the Charter or these Revised General Ordinances or other ordinances of the Township.

The Township Clerk shall publish ordinances of the Township as required by law in such official newspaper or newspapers as may be authorized by the Council and shall file in his office the requisite proofs of such publication.

The Township Clerk shall issue and deliver, with the assistance of the Police Department, all notices of meetings required to be given to the Council and shall promptly inform the members of the Council of action taken by the Mayor with respect to any ordinances.

[1974 Code § 2-44]
The Township Clerk, under the supervision of the Business Administrator, shall administer regulatory licenses pursuant to the ordinances and General Law, with the assistance of the various departments in the inspection and enforcement procedures required for such administration.

The Township Clerk shall receive and transmit all communications to or on behalf of the Council.

a. 
Correspondence and other communication received through the United States mail shall be delivered to the Mail Room, where it shall be sorted and delivered immediately to the proper department without opening, where the address is to a specific department. Mail addressed to the Council shall be opened in the Clerk's office, and the Clerk shall either reply to the correspondence and provide information requested, or shall refer the matter to the appropriate Township Department for handling.
b. 
The Mail Room shall maintain a metered outgoing mail service which shall be used by all departments.

The Director of Planning and Development is hereby designated as the official who shall make and issue certificates as to the approval of a subdivision of land, pursuant to law.

The Tax Collector shall manage and control all tax-foreclosed property acquired by the Township.

a. 
The Township Clerk shall charge and receive for the use of the Township such fees for searches, transcripts and certifications as shall be authorized by resolution of the Council.
b. 
The following fees shall be charged for copies of public documents:
1. 
Birth, marriage, domestic partnership, civil union and death certificates and any other vital statistic information: ten ($10.00) dollars each.
2. 
Corrected certified copy: fifteen ($15.00) dollars each.
3. 
Certification of vital record: ten ($10.00) dollars each.
4. 
Revised General Ordinances: two hundred seventy-five ($275.00) dollars each.
5. 
Revised General Ordinance Supplements: twenty-five ($25.00) dollars each.
c. 
Marriage or domestic partnership and civil union applications: twenty-eight ($28.00) dollars.

a. 
The Council shall appoint a Deputy Township Clerk for the term of four (4) years. He shall have, exercise and perform the functions, powers and duties of the Clerk in the absence of or upon the direction of the Clerk.
b. 
There shall be such other personnel in the Office of the Clerk as may be authorized by ordinance.

Within the Office of the Township Clerk there shall be an Office of the Council President, the head of which shall be the President of the Council.

It shall be the function of the Office of the Council President:
a. 
To secure information from all department heads for dissemination to members of the Council.
b. 
To coordinate Council actions and functions.
c. 
To secure information from other governmental bodies and agencies for the purpose of assisting in the formulation of proposed legislation.

Notwithstanding the provisions of Subsection 2-14.1, the Office of the Council President may, from time to time, appoint or retain an attorney other than the Director of Law to advise and represent the Office of the Council President, in legislative matters concerning the Municipal Council.

The Office of the Council President shall have as its administrative head the Township Clerk, who may engage such clerical assistants as may be necessary for the proper function of this Office.

The power to appoint or retain an attorney to assist the Office of the Council President shall be vested in the Council President with the consent of the Council. Any such appointment or retention shall terminate at the conclusion of the term of the appointing Council President.
