A.
Due to recent changes in the New York Civil Service Law, the local county civil service commissions will be responsible for collecting and processing fees for civil service employment applications, and said county commissions will not be able to waive said fee without the permission of New York State Civil Service. Said state legislation contains a vehicle for a County applicant to get said fee waived by the New York State Civil Service Commission if said applicant certifies that they are unemployed and primarily responsible for the support of a household.

The Albany County Civil Service Commission adopted a resolution on July 17, 1989, to establish a fee of $10 per application, of which $5 would be forwarded to the New York State Civil Service Commission. Said fee was determined by the County Civil Service Commission based on the inherent additional costs rendered in collecting and accounting for the fee payable to the State of New York as mandated in the New York State Civil Service Law.
C.
The actions of Albany Civil Service Commission in establishing a $10 fee for civil service employment application on applications for full-time positions that pay $5,000 per annum or more is hereby endorsed and approved for commencement on October 1, 1989.
