The Uniform Fire Safety Act (P.L. 1983, c. 383[1]) and the Uniform Fire Code (N.J.A.C. 5:70-1 et seq.) promulgated
pursuant to the Act is hereby acknowledged as the Fire Prevention
Code of the Township of Woodbridge, subject to any supplements or
modifications as may be permitted by law and which may be adopted
by the Township of Woodbridge.

As used in this chapter:
Shall mean the Uniform Fire Code promulgated pursuant to
the Uniform Fire Safety Act (P.L. 1983, c. 383) and any permitted
amendments thereto.
Definitions in addition to those specifically given herein are
those contained in N.J.A.C. 5:70-1.5, 5:70-14 and 5:70-1.3 and on
file in the office of the Township Clerk.

The local enforcing agencies shall be the Bureau of Fire Prevention
of each respective Board of Fire Commissioners of the following districts,
within the limits established by the Revised Ordinances of the Township
of Woodbridge as adopted on June 17, 1935, and amended on October
21, 1940, September 18, 1944, April 11, 1950, August 21, 1956, Ord.
Nos. 171, 177, 85, 79, 71, 127, 437, 439, 441, 443, 283, 477 and 91,
ordinances which establish the present boundaries of each fire district:

When a Fire Official(s) is unavailable in one Fire District,
a Fire Official from another Fire District is hereby authorized to
provide mutual aid to that Fire District and/or any other Fire District
in the Township in which a Fire Official is unavailable. Any violations
cited by a Fire Official providing mutual aid to another Fire District
are to be regarded as though cited from the Fire Official in charge
of that Fire District.

The local enforcement agencies shall enforce the Uniform Fire Safety Act and the Codes and Regulations adopted under it in all buildings, structures and premises within the established boundaries of each fire district as contained in the authorizing ordinances delineated in Subsection 24-1.4 and above of Woodbridge Township, other than owner-occupied one- and two-family dwellings, and shall faithfully comply with the requirements of the Uniform Fire Safety Act and the Uniform Fire Code.

Each local enforcing agency established by Subsection 24-1.4 shall carry out the periodic inspections of life-hazard uses required by the Uniform Fire Code on behalf of the Commissioner of Community Affairs.

Each local enforcing agency established by Subsection 24-1.4 shall be part of the fire district and shall be under the supervision of the Board of Fire Commissioners or such other officer as it may designate. Such funds as may be necessary to support the operations of the agency shall be appropriated to the fire district each year or shall be raised by the district in the manner provided by law.

Fire Official.
1.
Appointment of Fire Official. Each local enforcing agency shall be
under the direct supervision of a Fire Official, who shall be appointed

2.
Term of Office. The Fire Official shall serve for a term of one (1)
year.
3.
Removal from Office. Fire Officials of the enforcing agency shall
be subject to removal by the respective Board of Fire Commissioners
for inefficiency or misconduct. Each Fire Official shall be afforded
an opportunity to be heard by the appointing authority or a designated
hearing officer.
b.
Inspectors and Employees.
1.
Appointment. Each fire district shall appoint such inspectors as
may be necessary to carry out all required inspection activity in

Pursuant to Sections 15 and 17 of the Uniform Fire Safety Act,[1] any person aggrieved by any order of the local enforcement
agencies shall have the right to appeal to the Construction Board
of Appeals of Woodbridge Township.

All permit fees shall be mandated by the State Fire Code.

All fire hydrants, standpipes and sprinkler connections and
ten (10) feet on either side of the hydrants, standpipes and sprinkler
connections shall be designated as fire zones. Such designation shall
apply to all fire hydrants, standpipes and sprinkler connections located
within the Township of Woodbridge.

a.
Curbing and striping color: yellow.
b.
Signs: All signs are to be 12 inches by 18 inches, reflective, and
are to read "NO STOPPING OR STANDING FIRE ZONE."
c.
Sign mounting: All signs are to be mounted on posts driven into the
ground, not portable stands. The bottoms of the signs shall not be
less than six feet from the ground. All signs must be visible from
the curbline.
d.
Sign spacing: One sign every 75 feet. If the linear area is less
than 75 feet, there will be one sign.
e.
Zone markings: The curb in front of a fire hydrant and fire department
connection is to be painted for 10 feet on each side.
f.
Fire zones are to be marked in the manner shown on a diagram on file
in the office of the municipal clerk.

a.
The fire official of any Woodbridge Township Fire District, pursuant to Chapter 11 et seq. of the Revised Ordinances of the Township of Woodbridge (Ords. 85-60 and 87-10), may submit recommendations to the Chief of Police or his designee to establish NO STOPPING OR STANDING FIRE ZONES, FIRE LANES within their respective local enforcing agency districts on public roadways if it is necessary to provide safety for the public or to provide proper access for the fire department operations in the event of an emergency.
b.
Whenever a determination has been made for the lane designation,
pursuant to the above, the Township shall provide the proper signs
and pavement markings as required in the Manual on Uniform Traffic
Control Devices (M.U.T.C.D.) and pursuant to N.J.S.A. 39:4-197.
c.
No person shall stop or stand a vehicle upon any of the following
streets, portions of streets, or designated area herein establishing
a fire zone/fire lane:

d.
Penalty. Any person who violates the provisions of this subsection
shall be subject to a fine not exceeding five hundred ($500.00) dollars
or by serving up to ninety (90) days community service, or any combination
deemed appropriate by the Court.
e.
One-half (1/2) of all fine monies paid by a person found in violation
of this subsection pursuant to Subsection d shall be distributed to
the enforcing local fire district and the other one-half (1/2) shall
be retained by the Township. The Township shall retain all court costs.

a.
No person shall throw, place or deposit or cause to be thrown, placed or deposited in or upon any fire zone, (as defined in Subsection 24-1.11) in the Township, any snow or ice at any time.
c.
Any property owner or person convicted of violating this subsection
shall be fined not more than five hundred ($500.00) dollars per day
for the first offense and not more than one thousand ($1,000.00) dollars
per day for any subsequent offense in any one (1) winter season. A
winter season shall be defined as November 1st of any calendar year
through April 30th of the following calendar year.

a.
The Mayor and the Municipal Council of the Township of Woodbridge
find that open burning and burning of combustible materials in a residential
setting may pose a serious hazard to the public health, safety, general
welfare and the quality of life of the residents of Woodbridge Township.
The public has a right to and should be ensured of an environment
free from noxious fumes and the threat of fire. It is the policy of
the Township of Woodbridge to prevent the danger of fire from open
burning which is a detriment to the public health, comfort, safety,
welfare and quality of life.
b.
The necessity in the public interest for the provisions, prohibitions
and controls hereinafter contained and enacted is declared as a matter
of legislative determination and public policy and are for the purpose
of securing and promoting the public health, comfort, safety and general
welfare and quality of life of the residents of the Woodbridge Township.

For the purpose of this section, the following definitions shall
apply:
Shall mean as defined by the manufacturers, approved containers
for open burning.
Shall mean trunks and branches of trees and bushes, but does
not include leaves, needles, vines or brush smaller than three (3)
inches in diameter.
Shall mean any odor, emission, or event that prevents the
reasonable use and enjoyment of one's property.
Shall mean an outdoor fire where wood or any combustible
materials are burned for entertainment. Open burning is allowed at
single-family homes, duplexes and townhomes without a permit provided
the regulations set forth herein are met.
Shall mean dry wood which had been milled and dried and has
been treated or combined with any petroleum product, glue, chemical,
preservative, adhesive, stain, paint or other substance.
Shall mean dry wood which has been milled and dried but which
has not been treated or combined with any petroleum product, glue,
chemical, preservative, adhesive, stain, paint or other substance.

a.
Open burning in approved containers shall be allowed without a permit
at single-family homes, duplexes, townhomes, subject to the regulations
contained herein.
b.
Fires shall be limited to a maximum three (3) foot diameter and two
(2) foot height, and must be contained in a noncombustible chiminea,
outdoor fireplace, fire pit or other method, approved by the Fire
Prevention Officer.
c.
All openings in the container or fire pit must be covered with wire
mesh or other screening materials that will prevent the passage of
sparks or embers.
d.
Fires must be kept at least ten (10) feet from any structure or combustible
exterior wall.
e.
Fires must be constantly attended.
f.
No such fire or container used for open burning may be used on any
porch, deck, balcony or any other portion of a building; within any
room or space; under any building overhang.
g.
The burning of yard waste, leaves, brush, vines, evergreen needles,
branches smaller than three (3) inches in diameter, treated lumber,
garbage, paper products or anything other than firewood as set forth
herein is prohibited.
h.
All open fires as set forth herein shall be extinguished no later
than 1:00 a.m.
i.
The Fire Prevention Officer, Police Officer or Code Enforcement Officer
may order any open fire, or use of a chiminea, outdoor fireplace or
fire pit which creates a nuisance, to be extinguished.

a.
This section shall be administered by the Fire Prevention Officer,
the Police Department and the Code Enforcement Office.
b.
Any person, firm or corporation, violating any of the provisions
of this section, shall be liable to a fine not exceeding the sum of
one thousand two hundred fifty ($1,250.00) dollars, or to imprisonment
not exceeding ninety (90) days, or both.
