a. 
The position of Municipal Administrator is established in accordance with the provisions of N.J.S.A. 40A:9-136 et seq.
b. 
The Municipal Administrator shall be appointed by the Mayor with the advice and consent of the Governing Body.
c. 
The term of office of the Municipal Administrator shall be at the discretion of the Governing Body.
d. 
The Municipal Administrator may hold one or more other municipal positions in the Municipality while at the same time fulfilling the duties and responsibilities of the position of Municipal Administrator.
e. 
The Municipal Administrator shall be the chief administrative officer of the Municipality. The Municipal Administrator shall exercise supervision of all departments of the Municipality, including the Police Department to the extent permitted by law. Further, the Municipal Administrator shall be subject to the decisions, directives and policies as established by the Governing Body.
f. 
The Municipal Administrator shall have the following duties and responsibilities which are not intended to be all inclusive but rather to be a broad outline of the duties and responsibilities of the office of Municipal Administrator.
1. 
Function as Chief Administrative Officer in the implementation of the decisions and policies of the Governing Body;
2. 
Research, initiate and carry-out efficient and economical administrative, personnel and purchasing procedures for all departments, offices, boards and agencies of the Municipality;
3. 
Consult with department heads and develop personnel practices consistent with the proper assignment of positions of employment;
4. 
Act as the liaison between the Governing Body and the officers and employees of the Municipality. This responsibility is not intended to preclude direct discussion between the members of the Governing Body and any officer or employee of the Municipality. It is intended to designate one person who shall receive complaints, recommendations and any other information which may be presented to the Governing Body;
5. 
Investigate and report to the Governing Body the availability of financial and other aid from the County, State and Federal governments;
6. 
Attend meetings of the Governing Body, meetings of department heads and other meetings concerning municipal business whenever necessary or advisable;
7. 
Assist and advise the Governing Body and department heads in the preparation of the Municipal budgets;
8. 
Perform such other duties and responsibilities as may be assigned to the Municipal Administrator by the Governing Body.

The position of Deputy Municipal Clerk is hereby established.
b. 
The duties of this office shall be to assist the Municipal Clerk in the performance of all of the duties incumbent upon that office.

The position of Account Clerk-Typist is hereby created.

The person employed in this part-time position shall work under the supervision of the Recreation Committee and the duties of the position shall include, but are not limited to, the following:[1]

Planning, developing, implementing, recreation programs as well as supervising Recreation staff;

Oversee all daily operations of the community center;
3. 
Prepare and manage the capital budget program;
4. 
Develop the annual capital fundraising campaign events;
5. 
Organize and complete payroll purchasing receipts relating to the recreation programs consistent with policies established by the Borough Finance Department.
