An airport commission is hereby established for the city.

The commission shall consist of five members, serving without pay, and two ex-officio members who shall be the city administrator and director of public works. The voting members need not be residents of the City of Oakdale.

Members of the commission shall be appointed by the mayor with the consent of the city council for four-year terms. A term of office for each commissioner shall expire on April 30 of the fourth year. Members of the commission shall have overlapping terms. Every two years, two members or three members respectively of the commission shall be appointed.

Appointments to fill vacancies shall be for the remainder of the unexpired term. All members of the airport commission shall serve at and during the pleasure of the city council and may be removed with or without cause. A member who fails to attend at least seventy-five percent (three) of the annual meetings, without an excuse as approved by the commission chairman or the city administrator is presumed to be in nonperformance of duty and the city council may declare the position vacant and a new commissioner shall be appointed.

At its meeting after April 30 of each year, the commission shall elect a chairman and vice chairman to serve one year terms. These officers shall be elected annually.

The commission shall select a secretary who need not be a member of the commission. The secretary shall keep minutes of each meeting and record the actions taken. When a roll call vote is taken, roll shall be taken with the chairman voting last. Minutes and recommendations shall expeditiously be forwarded to the city council.

The commission shall hold a regular meeting quarterly. Special meetings may be called by the chairman or by three members of the commission by written notice served upon the members twenty-four hours before the proposed time of such meeting.

The airport commission shall adopt rules for the transaction of business and shall keep a record of its resolutions, transactions, findings and determinations, which records shall be on file in the city clerk's office and shall be a public record.

Three members of the commission shall constitute a quorum.
The airport commission shall be responsible for the following:
(a) 
Prepare and recommend for adoption long term plans for the physical development of the airport.
(b) 
Advise the city council in connection with the operation and administration at the airport.
(c) 
Plan for and advise the city council on expenditures of public funds at the airport.
