(a) 
It shall be unlawful for any person owning, possession, controlling, harboring or keeping any dog, cat or other animal or fowl to allow such dog, cat, or other animal or fowl to disturb the peace and quiet of any citizen of the City. The chief of police may impound any dog, cat or other animal or fowl found to be disturbing the peace and quiet of any citizen of the City.
(b) 
It shall be unlawful to keep or harbor any dog, cat or other animal or fowl, which by habitual howling, yelping, whining, barking or other noise, disturbs or annoys any considerable number of persons or neighborhood, and such conduct on the part of any dog, cat or other animal or fowl is hereby declared to be a public nuisance, and each day shall constitute a separate offense.
