Sales of tangible personal property and personal household or sporting goods nature and owned by a householder within the city and sold at the premises of said householder not including property purchased for resale or the goods or wares of a merchant of any description; such sales must be bona fide as sales of property personally owned and used by the seller for personal or household use. A husband and wife shall constitute one household.
