There is hereby established a Department of Planning, which
shall have such other sections or divisions as from time to time may
be authorized by the City Council and assigned to the Department of
Community Development.

The Department of Planning shall be responsible for the overall
planning and development of the City, including the preparation and
maintenance of the zoning map, official map and Comprehensive Plan
of the City; community development, including zoning and other development
ordinances; the preparation of special studies and the provision of
information on the physical, social and economic characteristics of
the City; housing and neighborhood preservations; the coordination
of new development proposals and project approvals; and shall recommend
long-range plans for the City and review all projects, plans and applications
to insure compliance with all ordinances of the City concerning zoning,
subdivision and development requirements; and such other duties as
may be prescribed from time to time by the City Administrator.

A.ย There
is hereby established the Office of Director of Planning. The Director
shall be appointed by the City Administrator with the approval of
the City Council for an indefinite term. The Director may be removed
from office by the City Administrator with the approval of the City
Council.
B.ย The
Director, under the Administrator's supervision, shall have control
and supervision over all employees assigned to the Department of Planning.
C.ย The Director shall:
1.ย
Interpret and enforce the Zoning and Subdivision Ordinances
in a strict and uniform manner;
2.ย
Determine if use is in compliance with the spirit of the ordinances;
3.ย
Provide staff assistance to the Planning Commission;
4.ย
Notify the Board of Adjustment of variations in Zoning Ordinances;
5.ย
Develop long and short-range plans for future development of
the community;
6.ย
Receive input from or assist other Departments;
7.ย
Review development proposals to ensure conformance to ordinance
regulations;
8.ย
Approve reoccupancy permits in conjunction with Public Works;
9.ย
Plans and assign work to division staff;
10.ย
Prepare and administer the division budget;
11.ย
Update official maps and data concerning the City;
12.ย
Draft research and compile information concerning census, housing
and business;
13.ย
Ensure information is available to the community and general
public;
14.ย
Consult with applicants regarding the development review process
and submission of request forms;
15.ย
Institute and/or participate in special studies at the direction
of the City Administrator, Commission or Council;
16.ย
Represent the Department of Planning at civic and public functions;
17.ย
Perform such other duties as may be prescribed from time to
time by the City Administrator;
18.ย
To establish capital improvements necessary to implement the
long-range plans of the City in conjunction with other Departments.
D.ย The City Administrator shall serve as the ex officio Director of
Planning until this position is filled by appointment.

The Director of Planning shall have the power to order all work
to be stopped on any building or structure where such work is being
done in violation of any provision of the City Zoning Ordinance, Subdivision
Ordinance or Development Code. Such stop orders may be given orally
and may be enforced when so given; provided, however, that any oral
stop-work order shall be followed by a written order within four (4)
hours. All work that is stopped shall not be resumed except upon permission
of the Director in any case involving the Zoning, Subdivision or Development
Ordinances. Written stop orders may be served by any Police Officer
or by any Planning Department employee and may be served by personal
service or by posting on the premises affected.

A.ย The Director of Planning is hereby authorized to execute on behalf
of the City any form of documentation to be filed with the Recorder
of Deeds of St. Louis County that will indicate for the purpose of
recordation that the City has approved the site plan.
B.ย Said attestation will not be authorized until the approval of the
site plan by the Planning Commission and that said approval has been
certified to the Director of Planning by the Chairperson of the Planning
Commission.
C.ย The attestation to be placed on the plat for recordation shall read
substantially as follows:
The Site Plan was approved by the City of Chesterfield Planning
Commission and duly verified on the _____ day of _____________ 20_____,
by the Chairperson of said Commission, authorizing the recording of
this Site Plan pursuant to Chesterfield Ordinance Number _____, as
attested to by the Director of Planning.
