In any district, in connection with every building or part thereof erected and having a gross floor area of 5,000 square feet or more, which is to be occupied by any use requiring the receipt or distribution by vehicles of material or merchandise, there shall be provided and maintained, on the same parcel with such building, at least one off street loading space plus one additional such loading space for each 10,000 square feet or major fraction thereof, of gross floor area so used in excess of 10,000 square feet. The following design and maintenance requirements of off street loading facilities shall apply:
A. Location And Access: Subject to the limitations of this chapter, any off street loading space may occupy all or any part of any required yards, excepting the front yard, provided the means of access and maneuvering space does not interfere with vehicular or pedestrian traffic movements.
B. Surfacing: Any off street loading spaces shall be of a durable and dustless material and shall be graded and/or constructed for the proper drainage of surface water.
C. Screening And Landscaping: Any off street loading spaces located within 40 feet of the nearest property line of a lot in a residential district, unless wholly within a completely enclosed building or structure, shall be effectively screened with landscape plantings which shall be so designed and/or planted as to be at least 50% opaque when viewed horizontally between two feet and eight feet above the average ground level.
D. Lighting: Any lighting used to illuminate any off street loading area shall be so arranged as to reflect the light away from adjoining premises in any residential district.
