The regulations of this chapter are adopted for the following purposes:
A. 
To provide necessary off street parking and loading spaces in connection with all new residential, commercial and industrial development, including the enlargement and/or the extension of existing residential, commercial or industrial development within the incorporated limits of the City.
B. 
To provide for higher standards of all types of development within the City.
C. 
To reduce or prevent traffic congestion resulting from the use of public streets as places for storage of private vehicles.
D. 
To alleviate substantial amounts of vehicular traffic that circulates through any parks within residential areas for access to and from commercial and industrial development.

Every parcel of land hereafter used as a public or private parking area, including commercial parking lots and automobile, trailer, or other vehicular sales lot, shall be developed and maintained in accordance with the following requirements:
A. 
Location:

Off street parking spaces shall be on the property of the principal use.

2. 
Accessory parking may be located off the parcel; provided, that such accessory parking is within 100 feet of the nearest property line of the principal use. This exception shall not apply to residential property.
B. 
Surfacing: Any off street parking area for more than four vehicles shall be of a durable and dustless material and shall be graded for the proper drainage of surface water.
C. 
Screening And Landscaping: All open off street parking areas for more than four vehicles and located less than 40 feet from the nearest property line of a lot in a residential district shall be effectively screened with landscape plantings which shall be so designed and/or planted as to be at least 50% opaque when viewed horizontally between two feet and eight feet above the average ground level.
D. 
Lighting: Any lighting used to illuminate any off street parking area shall be so arranged as to reflect the light away from adjoining premises in any residential district.
E. 
Access: The means of access to off street parking facilities shall be so located so as not to impede the safe flow of vehicular and/or pedestrian traffic.

In any district, in connection with every building or part thereof erected and having a gross floor area of 5,000 square feet or more, which is to be occupied by any use requiring the receipt or distribution by vehicles of material or merchandise, there shall be provided and maintained, on the same parcel with such building, at least one off street loading space plus one additional such loading space for each 10,000 square feet or major fraction thereof, of gross floor area so used in excess of 10,000 square feet. The following design and maintenance requirements of off street loading facilities shall apply:
A. 
Location And Access: Subject to the limitations of this chapter, any off street loading space may occupy all or any part of any required yards, excepting the front yard, provided the means of access and maneuvering space does not interfere with vehicular or pedestrian traffic movements.
B. 
Surfacing: Any off street loading spaces shall be of a durable and dustless material and shall be graded and/or constructed for the proper drainage of surface water.
C. 
Screening And Landscaping: Any off street loading spaces located within 40 feet of the nearest property line of a lot in a residential district, unless wholly within a completely enclosed building or structure, shall be effectively screened with landscape plantings which shall be so designed and/or planted as to be at least 50% opaque when viewed horizontally between two feet and eight feet above the average ground level.
D. 
Lighting: Any lighting used to illuminate any off street loading area shall be so arranged as to reflect the light away from adjoining premises in any residential district.

The number of off street parking spaces required shall be as follows:

Libraries, museums and art galleries
1 for every 500 square feet of gross floor area
Nursery schools
1 for each employee
Nursing homes
1 for every 6 beds, and 1 for every 3 employees in maximum shift
Rooming houses
1 for each living or sleeping unit
Schools, elementary or junior high
1 for every 30 classroom seats or 1 for every 2 faculty and staff members, whichever is greater
Schools, high
1 for every 10 students

When off street parking, whether voluntary or required, is provided on a lot upon which a building is situated, then the following regulations shall apply:
A. 
Front Yard: Off street parking spaces shall occupy no part of the required front yard, exclusive of driveways or other means of access.
B. 
Side Yard: Parking in a side yard is permitted, except on the street side of a corner lot.
C. 
Rear Yard: Parking spaces may be situated in any rear yard.
D. 
Open Lots: Parking spaces may be provided on a lot without a building upon the lot; provided, that such parking is behind the established building line in the front yard or yards in the case of corner lots. If there is no established building line, parking may be provided behind the setback line of a front yard of that particular zoning district.

A. 
Senior Housing: Where housing is designed primarily for occupancy by the elderly, the required off street parking spaces for such housing may be reduced to one space for every four dwelling units.
B. 
Cemeteries: Off street parking spaces need not be provided for land being used as cemeteries, columbariums or mausoleums.
C. 
Recreational Vehicles: No travel trailer, camping trailer, utility trailer, boat or boat trailer shall be parked or stored on any street, alley, or public right of way in any residential district for a continuous period of 24 hours or longer.
D. 
Trucks, Tractors And Trailers: No truck, tractor or trailer thereof exceeding 8,000 pounds gross weight shall be parked in a residential district.
