All lots, buildings and structures in the City shall be numbered in accordance with the following plan:
A. 
Northeast: In the northeast quadrant of the City, bounded by Main Street and the northerly extension thereof and Center Street and the easterly extension thereof, all north/south streets shall have even numbers on the west side and odd numbers on the east side, all such numbers commencing at Center Street and increasing in number in a northerly direction; all east/west streets shall have even numbers on the north side and odd numbers on the south side, said numbers commencing at Main Street and increasing in an easterly direction.
B. 
Southeast: In the southeast quadrant of the City, bounded by Main Street and the southerly extension thereof and Center Street and the easterly extension thereof, all north/south streets shall have even numbers on the east side and odd numbers on the west side, such numbers commencing at Center Street and increasing in number in a southerly direction; all east/west streets shall have even numbers on the north side and odd numbers on the south side, said numbers commencing at Main Street and increasing in an easterly direction.
C. 
Southwest: In the southwest quadrant of the City, bounded by Main Street and the southerly extension thereof and Center Street and the westerly extension thereof, all north/south streets shall have even numbers on the east side and odd numbers on the west side, such numbers commencing at Center Street and increasing in number in a southerly direction; all east/west streets shall have even numbers on the south side and odd numbers on the north side, said numbers commencing at Main Street and increasing in a westerly direction.
D. 
Northwest: In the northwest quadrant of the City, bounded by Main Street and the northerly extension thereof and Center Street and the westerly extension thereof, all north/south streets shall have even numbers on the west side and odd numbers on the east side, such numbers commencing at Center Street and increasing in number in a northerly direction; all east/west streets shall have even numbers on the south side and odd numbers on the north side, said numbers commencing at Main Street and increasing in a westerly direction.
E. 
Restrictions: There shall be no more than 100 numbers to each block, one number to each platted lot or each platted parcel of land.

The City Clerk shall keep a chart showing the proper street number of every lot or parcel of land in the City which shall be open to inspection by anyone interested. The City Clerk shall provide the proper street number for every lot or parcel of land in the City upon request.

It shall be the duty of the owners and occupants of every house, commercial structure and industrial structure in the City to have placed thereon, in a place visible from the street, figures at least 2 1/2 inches high showing the number of the house, commercial building or industrial building; the numbers shall be placed on the front of the structure, near the front door and in a place highly visible from the street and shall be made of materials capable of surviving long-term weathering effects and of materials and colors of sufficient contrast to the surface on which the numbers are placed to be easily seen from the street, and such numbers shall be placed in such a manner that lighting from the structure or from the street will make the number more easily visible at night. Any person, firm or entity failing to so number any house, building or other structure occupied either as a residential structure or place of business or if, after receiving notice to do so from the City Clerk, shall continue in his failure to so number such house, building, or structure, shall be deemed in violation of this chapter and subject to prosecution and penalties as provided in Title 1, Chapter 1-4, of this Code.
