The regulations set forth in this Article or set forth elsewhere in Part 3 of this chapter and referred to in this Article are the district regulations in the R-3 Four-Family Residence District.

A building or premises shall be used for the following purposes only:
A. 
Any use permitted in the R-2 Two-Family Residence District.
B. 
Three-family dwellings.
C. 
Four-family dwellings.
D. 
Accessory buildings and uses customarily incident to the above uses when located not less than forty (40) feet from the front lot line and not nearer to the front lot line that the street wall of the main building, including storage garages, provided that such garages shall not be used for storage of more than one (1) commercial vehicle, except that one (1) additional commercial vehicle may be stored for each ten thousand (10,000) square feet of lot area. No such commercial vehicle shall exceed two and one-half (2 1/2) tons gross vehicle weight. Space for noncommercial vehicles may be leased, provided that space of at least one (1) noncommercial vehicle may not be leased but must be retained for use of an occupant of the building.
E. 
Signs.
1. 
Signs pertaining to eleemosynary or philanthropic institutions in conformity with the requirements of § 40-1702L.
2. 
Temporary signs, as defined in § 40-601.
F. 
Civic organizations which shall include associated organizational clubs.

G. 
Eleemosynary or philanthropic institutions, except penal institutions or those primarily for the care or treatment of mental illnesses, contagious diseases, and alcohol and drug addicts, and excluding veterinary hospitals, except as provided in § 40-3001.
H. 
Family day-care homes.

Group homes for the developmentally disabled.

A. 
Front Yard. The front yard regulations are the same as those in the R-2 District. (See § 40-1804A)
B. 
Side Yard. The side yard regulations are the same as those in the R-2 District. (See § 40-1804B)
C. 
Rear Yard. The rear yard regulations are the same as those in the R-2 District. (See § 40-1804C)
D. 
Lot Area. The lot area and frontage regulation applicable to single-family and two-family dwellings shall be the same as those in the R-1 or R-2 District, as the case may be. For three-family residences, there shall be a lot area of not less than seven thousand five hundred (7,500) square feet, and all lots for such use shall have a frontage upon a public street of not less than seventy-five (75) feet. The minimum lot area for four-family residences shall be ten thousand (10,000) square feet; the minimum frontage requirement for such use shall be one hundred (100) feet. Nothing herein shall be construed as to permit the division of an existing lot for the construction of a building unless all requirements with respect to area and yard are complied with. Further, no structure in existence as of the effective date of Part 3, Zoning, may be converted to any use permitted in this district unless the lot complies with the area requirements provided for herein and does not increase any existing legal nonconformance as to be front, side or rear yard or otherwise violate front, side or rear yard regulations contained herein.
E. 
Building Coverage. Building area for a three-family residence shall not exceed twenty (20%) percent of the area of the lot devoted to such use. The building area for a four-family residence shall not exceed thirty (30%) percent of the area of the lot devoted to the purpose.
