From and after the effective date of this section (Ordinance
604, passed June 24, 1972) no person shall operate any motorcycle,
motor scooter or bicycle with motor attached on private property other
than that of the operator of such vehicle, unless written permission
has been secured from the owner of the property upon which the vehicle
is being operated.

Whoever violates any provision of this article shall be guilty
of a summary offense and shall be fined not more than $100.
