There shall be a Board of Health of the Borough which shall
consist of seven members. The members of the Board of Health shall
be appointed by the Mayor with the advice and consent of the Borough
Council. Members shall be appointed, for a term of three years, except
that of the members first appointed, two shall hold office for one
year, two for two years, and three for three years. At least one member
shall be a municipal physician and at least one other member shall
be a member of the health care profession. Appointments to fill vacancies
shall be made in the same manner as original appointments and all
such appointments shall be for the unexpired term only.

The Board of Health shall have the power and authority to adopt
ordinances relating to the protection of the health of Borough residents,
shall employ necessary personnel and fix their salaries, and shall
have under its jurisdiction the Bureau of Vital Statistics of the
Borough, the Health Officer and such other employees as are necessary
to carry out its duties. The Board of Health shall have all of the
jurisdiction conferred upon Boards of Health by Title 26 of N.J.S.A.

There shall be a Local Emergency Management Council pursuant
to Chapter 438 of the 1956 Laws of New Jersey, N.J.S.A. App. A:9-41
and a Director thereof. The Police Department and all departments
of the Borough government shall cooperate with and assist the Council
as required.

Pursuant to authority of N.J.S.A. 40:64-1 a Shade Tree Commission
of the Borough is hereby established consisting of five members appointed
by the Mayor. The regulation planting, care and control of shade and
ornamental trees and shrubbery upon and in the Borough of Haworth
streets, highways, public places, parks and parkways shall be exercised
by and be under the authority of the Shade Tree Commission of the
Borough.

A General Board for the making of all assessments for benefits
accruing from local improvements is hereby created consisting of three
residents to hold office for a period of one year commencing on January
1.

The members of the General Board for Assessments shall be appointed
by the Governing Body.

The General Board shall have all powers granted by statute.

Pursuant to the provisions of N.J.S.A. 40:12-1 et seq., there
is hereby established a Board of Recreation Commissioners to consist
of seven residents of the Borough.

The Mayor shall appoint all members of the Board of Recreation
Commissioners pursuant to the authority of N.J.S.A. 40:12-1. The commissioners
shall receive no compensation for their services.

a. All members of the Board of Recreation Commissioners shall be appointed
for a period of five years and until their successors are duly appointed
and qualified; provided, however, that, in the case of the initial
appointment of members of the Board the initial terms shall be for
periods of one, two, three, four and five years respectively with
two members having initial terms of one year and two members having
initial terms of two years.
b. Vacancies occurring in the membership of the Board shall be filled
by the Mayor.

a. Subject to the general authority of the Mayor and Borough Council,
the Board of Recreation Commissioners shall have the following powers
and duties:
1. Exercise full control over the use of all parks, playgrounds and
recreational places owned or leased by the Borough.
2. Establish, supervise and regulate the recreation program to meet
the recreational needs of the residents of the Borough.
3. Promulgate, adopt and approve such rules and regulations as the Board
shall deem necessary to carry out its purposes subject to the review
and approval of the Mayor and Borough Council.
4. Appoint such personnel as may be required to carry out the responsibilities
of the Board within the available appropriations.
5. Recommend to the Mayor and Borough Council a budget for the operation
of the Board of Recreation Commissioners for each calendar year.
b. The Board of Recreation Commissioners shall, in addition, have such
powers and authority as provided pursuant to N.J.S.A. 40:12-1 through
40:12-15 inclusive, except that the Board of Recreation Commissioners
shall not have the authority to acquire lands or any interest in lands
for public playgrounds and recreation places, whether by purchase
or condemnation, without the prior authorization of the Mayor and
Council.

The Board of Recreation Commissioners shall have the power to
appoint from among its members a chairman, who shall be the presiding
officer, and such additional officers as the Board may desire, whose
term shall expire on December 31st in the year of appointment or until
their successors are elected and qualified.

Pursuant to the provisions of N.J.S.A. 40:56A-1 et seq., as
amended and supplemented, there is hereby established an Environmental
Commission of the Borough, which shall consist of seven members, one
of whom shall be a member of the Planning Board of the Borough of
Haworth and all of whom shall be residents of the Borough. The members
shall serve without compensation, except as may hereinafter be provided.

The Mayor shall appoint all the members of the Environmental
Commission and shall designate one of such members to serve as Chairman
and presiding officer of the Commission.

a. All members of the Environmental Commission shall be appointed for
terms of three years and until their successors are duly appointed
and qualified, provided however, that in the case of the initial appointment
of members of the Commission, three members shall be appointed for
terms of one year each, two members shall be appointed for terms of
two years each and two members shall be appointed for terms of three
years each.
b. A vacancy on the Commission occurring otherwise than by expiration
of a term shall be filled for the unexpired term in the same manner
as an original appointment.
c. The Borough Council may remove any member of the Commission for cause,
on written charges served upon the member and after a hearing thereon
at which the member shall be entitled to be heard in person or by
counsel.

Subject to the availability of duly appropriated funds by the
Governing Body of the Borough, the Environmental Commission shall
have the following powers and duties:
a. Conduct research into the use and possible use of the open land areas
of the Municipality;
b. Study and make recommendations concerning open space preservation,
protection of wetlands, water resources and watershed property, management,
air pollution control, solid waste management, recycling, noise control,
soil and landscape protection, environmental appearance, marine resources
and protection of flora and fauna;
c. Coordinate the activities of unofficial bodies organized for purposes
similar to those set forth in paragraphs a and b.
d. Advertise, prepare, print and distribute books, maps, charts, plans
and pamphlets which in its judgment it deems necessary for its purposes;
e. Keep an index of all open areas, publicly or privately owned, including
open marshlands, watershed property, swamps and other wetland, in
order to obtain information on the proper use of such areas, and,
from time to time, recommend to the Planning Board of the Borough
of Haworth plans and programs for inclusion in the Municipal Master
Plan and the development and use of such areas;
f. Subject to the approval of the Governing Body, acquire property,
both real and personal, in the name of a Municipality, by gift, purchase,
grant, bequest, devise or lease for any of its purposes, and administer
the same for such purposes subject to the terms of the conveyance
or gift. Such acquisition may be to acquire the fee or any lesser
interest, development right, easement (including a conveyance on conditions
or with limitations or reservations), as may be necessary to acquire,
maintain, improve, protect, limit the future use of, or otherwise
conserve and properly utilize open spaces and other land, wetlands
and water areas in the Municipality;
g. Appoint such clerks and other employees or consultants as it may
from time to time require, provided that the costs of such appointments
are within the limit of funds appropriated to the Commission;
h. To attend such conventions, conferences, seminars or other courses
of instruction as they deem useful or necessary for the performance
of their duties and receive reimbursement of all expenses incurred
for the same as well as for other necessary expenses related to the
Commission's purposes.

The Environmental Commission shall keep complete and accurate
records of its meetings and activities and shall make an Annual Report
to the Governing Body.

a. During the month of December in each year, the Commission shall certify
to the Governing Body the estimated sum necessary for the proper conduct
of its work during the ensuing calendar year.
b. The Governing Body shall annually appropriate such sum as it may
deem necessary for the purposes of the Environmental Commission.

There is hereby established a Tennis Committee to consist of
nine residents of the Borough.
The members of the Tennis Committee shall be appointed by the
Mayor with the advice and consent of the Borough Council. All members
shall serve a term of one year. The members shall receive no compensation
for their services. The Committee may designate, among its members,
a Chair, Treasurer and Secretary.
Subject to general authority of the Mayor and Borough Council,
the Tennis Committee may make recommendations pertaining to tennis
activities in the Borough. These may include use of facilities, scheduling
of tennis-related events, and expenditure of funds pertaining to the
Borough's tennis program. The Committee may also recommend to the
Mayor and Council a budget pertaining to tennis programs and activities
on an annual basis.

There is hereby established a Pickleball Committee to consist
of not less than five and no more than nine residents of the Borough.
The members of the Pickleball Committee shall be appointed by
the Mayor with the advice and consent of the Borough Council. All
members shall serve a term of one year. The members shall receive
no compensation for their services. The Committee may designate, among
its members, a Chair, Treasurer and Secretary.
Subject to general authority of the Mayor and Borough Council,
the Pickleball Committee may make recommendations pertaining to the
sport in the Borough. These may include:
a. Identification of facilities for pickleball play.
b. Scheduling of events related to pickleball.
c. Establishing an operating budget on an annual basis and permit fees
under the supervision and guidance of the Recreation Commission and
approval by the Mayor and Council.
