The occupants of each and every building, basement, or the owner of any unoccupied lot, fronting upon any street or sidewalk, shall clear the entire sidewalk in front of such building, basement or unoccupied lot, as the case may be, of all snow and ice and cause the same to be kept clear of snow and ice; provided that if such ice be smooth and hard and not easily removed, such ice shall be covered with ashes, salt, sawdust or some nonslippery or adhesive substance to make such walk safely passable.

Whenever any snow or ice is allowed to remain upon any sidewalks, permanent or temporary, within the City for the space of 10 hours, or if in the opinion of the director of public works, or the director's authorized agent, an emergency situation exists that would endanger the public welfare and safety, the department of public works may immediately remove or cause to be removed said snow and ice from the sidewalk or sprinkle or cover the same as provided in Section 12.56.010.

It is the duty of the director of construction and engineering within 10 days from the date of performing the work, to notify such owner or occupant by mail of the amount of such charge, demanding the payment thereof. If such occupant or owner objects to the claim, the amount thereof or the liability of such owner, or occupant of the premises to pay such amount, objection shall be filed with the City Clerk before the next meeting of the City Council occurring not less than 15 days after the notification.

The City Council, on due proof of the service of such notice, shall consider all objections filed and if overruled, shall levy as a special tax the amount returned as the expense of removing snow and ice or covering the same, together with an additional amount of $2.50 on each separate assessment in payment of costs of notice and levy, against the property abutting the walk and the taxes shall be collected as provided by law and ordinance for collecting other special taxes levied by the City.
