No person, firm or corporation shall move, steer or propel any traction engine, machinery or equipment which has lugs on its wheels or any vehicle of such type or design or bearing such load that injury to pavement will be caused by passage thereof over such pavement, over or along any of the streets, avenues or alleys of the City unless such person, firm or corporation has first obtained permission therefor from the department of construction and engineering.

The department of construction and engineering may grant a permit to any person, firm or corporation that desires to move any traction engine or roller as mentioned in Section 12.60.010, upon application being made therefor. The permit must state the starting point, route to be traveled, destination, approximate weight and kind of such tractor or roller. The permit shall be given for a definite period of time, not to exceed 14 days. No tractor or roller shall be routed over streets paved with asphalt if there is any practicable alternate route.

The charge for each permit issued by the department of construction and engineering for moving any machinery, equipment, vehicle, structure or item mentioned in Section 12.60.010 shall be paid in advance and shall be in the amount of $25.

The permit shall be in possession of the person moving, steering or propelling the tractor or roller and must be produced for inspection upon request of any member of the police department, department of construction and engineering or City official. The route given in the permit must always be traveled.
