The West Orange Township Council shall by ordinance establish
titles for public employment by the Township of West Orange and salary
ranges for West Orange Township employees. These titles shall conform
to the New Jersey Civil Service Act and regulations promulgated by
the New Jersey Department of Personnel.

The West Orange Township Council shall by resolution adopt and
amend from time to time personnel policies and procedures required
to comply with applicable Federal and State employment law. The personnel
policies and procedures adopted pursuant to such resolution(s) shall
be applicable to all officials, appointees, employees, prospective
employees, volunteers and independent contractors of the Township
of West Orange.

The Mayor of the Township of West Orange shall be responsible
to implement and enforce the personnel practices adopted by ordinance
or resolution authorized pursuant to this section. If there is a conflict
between such personnel policies and procedures and any duly adopted
and lawful collective bargaining agreement, personnel services contract,
or Federal or State law, the terms and conditions of that contract
or law shall prevail. In all other cases, the policies, procedures,
and practices adopted pursuant to this ordinance shall prevail.

Chapter
9 of the Revised Ordinances of the Township of West Orange enacted or in effect prior to 2006 is repealed. Amendments or additions to Chapter
9 after January 1, 2010 are valid unless otherwise repealed by the Township Council.

The purpose of this chapter is to establish residency preference
for candidates for uniformed municipal employment for the Township
of West Orange.

The term civilian does not include Police and Fire positions.

The purpose of this section is to provide for the mandatory
use of direct deposit for all net pay of employees of the Township
of West Orange (the "Township"). The use of direct deposit will reduce
the costs of employee payroll to the Township's employees. P.L.
2013 c. 28 authorizes local governments to mandate direct deposit
for certain governmental employees effective after July 1, 2014 and
permits governing bodies to grant exemptions on such terms and conditions
as the governing body deems necessary.

All full-time and part-time employees and elected public officials
who receive compensation from the Township of West Orange are mandated
to have direct deposit of their net compensation as of December 31,
2017 in accordance with Chapter 28 P.L. 2013, as defined under N.J.S.A.
52:14-15f(b).
