The Mayor, with approval of Council, shall appoint a municipal clerk, who shall be known as the Borough Clerk. The Borough Clerk shall serve for a term of three years and subject to law, at such compensation as shall be fixed by ordinance.

The Borough Clerk shall:
A. 
Serve as Clerk of the Borough Council and keep its minutes and records of its proceedings in appropriate books to be kept in his/her office.
B. 
Keep suitable records of all Borough business transacted by him/her and shall report the same to the Mayor and Council at regular Council meetings or immediately whenever the interest of the Borough requires.
C. 
Have custody of all records, documents, reports, papers and maps required to be filed in his/her office and shall keep and maintain the seal of the Borough.
D. 
Maintain and compile the ordinances and resolutions of the Borough as required by law.
E. 
Preaudit all bills, claims, and demands against the Borough.
F. 
Authorize the payment of bills, claims and demands against payrolls, upon proper certification of the appropriate department and resolutions of governing body.
G. 
Perform such other duties as may be provided by law, the charter, ordinances, and resolutions of the Borough.
H. 
Review potential federal and state grants for availability and eligibility by the Borough of Garwood, review application to insure that same are prepared by qualified persons and/or employees and that the said grants are administered by qualified persons and/or employees, review and process all vouchers, keep and maintain accurate accounting records of all moneys which are subject to federal and/or state audit, attend any and all required meetings pertaining to the above.
I. 
Serve as the issuing authority pursuant to N.J.A.C. 13:47-1.1 to approve the granting of raffle and bingo licenses.
The Borough Clerk shall give a bond to the Borough in such form, for such sum and with such surety as the governing body of the local unit shall, by resolution, direct, conditional upon the faithful discharge of his duties, and accounting for the money and property of the Borough.

A. 
Establishment. Pursuant to N.J.S.A. 40A:9-135, the position of Deputy Borough Clerk is hereby created.
B. 
Appointment; term. The Deputy Borough Clerk shall be appointed annually by the Mayor, with the advice and consent of the Council, and shall serve at the pleasure of the Mayor and Council.
C. 
Duties. The duties of the Deputy Borough Clerk shall be to assist the Borough Clerk in all the duties of his or her office, and the Deputy Borough Clerk shall have all the powers and perform all the duties of the Borough Clerk during such times and for such specific periods as the Borough Clerk shall be absent. The Deputy Borough Clerk shall at the direction of the Borough Administrator/Clerk assist the Chief Financial Officer/Treasurer and Tax Collector in the performance of their duties.
D. 
Compensation. The governing body shall fix the compensation or salary of the Deputy Borough Clerk by ordinance.
