No person shall keep or harbor any dog within the Town without
first applying for and obtaining a license for the dog from the Town.
The licensing and registration of dogs shall be in accordance with
the laws of the State of New Jersey.

The owner of any newly acquired dog of licensing age or any
dog which attains licensing age shall make an application for a license
and registration tag for such dog within 10 days after such acquisition
or age attainment.

The application for the license shall be in such form as shall
make possible, from the description of the dog, the identification
thereof, and also the name and address of the owner and the person
who shall keep or harbor the dog.

The license fee for dogs shall be $15 for dogs spayed or neutered
and $25 for dogs not spayed or neutered. Pursuant to N.J.S.A. 4:19-15.3,
dogs used as guides for blind persons and commonly known as "seeing
eye dogs", dogs used to assist handicapped persons and commonly known
as "service dogs" and dogs used to assist deaf persons and commonly
known as "hearing ear" dogs shall be licensed as in the same manner
as other dogs but are exempt from the fees provided for in this section.

Any person owning or controlling any animal pet, shall keep
control of such animal pet by a suitable leash or other means, so
as not to allow such animal pet to roam at large unattended, on any
public or private property in the Town.

Any person who keeps or operates, or proposes to establish a
kennel, pet shop, shelter or pound, shall apply to the Town Clerk
for a license entitling him to keep or operate the establishment.
Any person holding the license shall not be required to secure individual
licenses for dogs owned by the licensee and kept at the establishment;
licenses shall not be transferable to another owner or different premises.

The annual license fees for kennel and pet shop licenses shall
be as follows:
a. Kennel accommodating 10 or less dogs: $250.
b. Kennel accommodating more than 10 dogs: $500.

The purpose of this section is to prohibit the feeding of unconfined
wildlife in any public park or on any other property owned or operated
by the Town of Guttenberg, so as to protect public health, safety
and welfare, and to prescribe penalties for failure to comply.

For the purpose of this section, the following terms, phrases,
words and their derivations shall have the meanings stated herein
unless their use in the text of this section clearly demonstrates
a different meaning:
FEED
Shall mean to give, place, expose, deposit, distribute or
scatter any edible material with the intention of feeding, attracting
or enticing wildlife. Feeding does not include baiting in the legal
taking of fish and/or game.
PERSON
Shall mean any individual, corporation, company, partnership,
firm, association, or political subdivision of this State subject
to municipal jurisdiction.
WILDLIFE
Shall mean all animals that are neither human, nor domesticated.
When not inconsistent with the context, words used in the present
tense include the future, words used in the plural number include
the singular number, and words used in the singular number include
the plural number. The word "shall" is always mandatory and not merely
directory.

No person shall feed, in any public park or on any other property
owned or operated by the Town of Guttenberg, any wildlife, excluding
confined wildlife (for example, wildlife confined in rehabilitation
center or unconfined wildlife at environmental education centers).
