The purpose of this chapter is to establish
a schedule of miscellaneous fees for licenses, permits and a variety
of duties, services and materials that are performed or provided by
Township officials to the public and not otherwise established in
the Township Code.
The following fees are hereby established:
A. Notices (by mail):
(1) Annual notice of regular meetings (or revisions thereto):
$1.
(2) Forty-eight-hour advance written notice: $1.
(3) Special, rescheduled or emergency meetings: $1.
B. Copies.

(1) A copy
or copies of a government record may be purchased by any person upon
payment of the fee prescribed by law or regulation.
(2) Except
as otherwise provided by law or regulation, the fee assessed for the
duplication of a government record embodied in the form of printed
matter shall be $0.05 per letter-size page or smaller.
(3) Except
as otherwise provided by law or regulation, the fee assessed for the
duplication of a government record embodied in the form of printed
matter shall be $0.07 per legal-size page or larger.
(4) If
the Township can demonstrate that its actual costs for duplication
of a government record exceed the foregoing rates, Township shall
be permitted to charge the actual cost of duplicating the record.
(5) Access
to electronic records and nonprinted materials shall be provided free
of charge, but the public agency may charge for the actual costs of
any needed supplies such as computer discs.
C. Searches:
(1) Assessment search (per block and lot): $10.
(2) Tax search (per block and lot): $10.
(3) Continuation search (per year up to three years):
$2.
D. Certification of documents:
(1) Per certification (with the exception of certified
copies of records of the Registrar of Vital Statistics): $0.25.
E. Duplicates:
(1) Duplicate of meeting tape (per tape): $25.
(2) Tax bills.

(a)

Each additional duplicate copy which may be
requested in the same tax year: $25.
F. Certified property owners list:
(1) Within 200 feet of a single block and lot: $10.
G. Licenses.

(1) The licensing fees payable to the Township shall be
as set forth in N.J.A.C. 13:47-4.9(b), Subsections 1 through 12, and
these licensing fees shall be in addition to the licensing fee otherwise
payable to the Legalized Games of Chance Control Commission of the
State of New Jersey. The licensing fees shall apply to bingo, on-premises
draw raffle for cash prizes in excess of $400; prizes that do not
exceed $400; off-premises draw raffle awarding merchandise; carnival
games or wheels; off-premises raffles; special door prize raffles;
calendar raffles; instant raffle games; golf hole-in-one contests;
armchair races; and casino nights, and such other games as may be
authorized by the State of New Jersey.
(2) Limousine license (annual): $50.
H. Miscellaneous documents and research:
(1) Historical booklet: $7.50.
(3) Zoning pamphlet (Chapter
132): $13 or $15 by mail.
(4) Subdivision pamphlet (Chapter
115): $10 or $13 by mail.
(5) General research (applicant to be advised in advance
and deposit based on estimated time shall be required): $10 per hour.
I. Returned checks.

(1) In accordance with the applicable provisions of P.L.
1990, c. 105, there is hereby established a service charge of $20 per
check or other written instrument returned for insufficient funds;
and
(a)
The service charge shall be paid immediately;

(b)
The service charge shall be added to any account
owing to the Township if payment tendered on the account was by a
check or other written instrument which was returned for insufficient
funds; or
(c)
Whenever an account owing to the Township is
for a tax or special assessment, the service charge shall be included
on any list of delinquent accounts prepared for the enforcement of
the lien.
(2) The service charge authorized by this Subsection
I shall be collected in the same manner prescribed by law for the collection of the account for which the check or other written instrument was tendered. The Township, through the Chief Financial Officer, may require future payments to be tendered in cash or by certified or cashier's check.
J. Cleanup day disposal permit fees.

(1) Passenger car load permit: $5.

only permit (size limitation: no larger than pickup truck bed and
no side extensions; no permit available for the vehicle towing the

K. Tax sale related documents.

(2) Duplicate tax sales certificate: $100.
(3) The
Tax Collector shall provide to any party entitled to redeem a certificate
pursuant to N.J.S.A. 54:5-54 two calculations of the amount required
for redemption within a calendar year, at no cost, upon receipt of
a written request for the same. For each subsequent calculation requested,
in writing, of the Tax Collector, the fee charged shall be $50.
(4) Pursuant
to N.J.S.A. 54:5-97.1, the Tax Collector shall charge a lienholder
a fee of $50 for calculation of the amount due to redeem the tax lien
required to be provided by that statute on a certificate that he or
she owns; the fee may not be passed onto the certificate. The lienholder
must specify the date to be used for the calculation.
(5) Pursuant to N.J.S.A. 54:5-26, the Tax Collector shall charge a fee
of $25 for the cost of mailing each notice of tax sale, by either
regular or certified mail, to each interested party for a particular
property. The cost of mailing shall be added to the cost of the tax
sale in addition to those provided in N.J.S.A. 54:5-38.

permit fee. A fee of $25 shall be charged for all zoning permits.

administrative fees shall be charged for online construction permits:

When any fees herein described are at any time
at variance with fees for said services or materials as prescribed
by the Revised Statutes of New Jersey, the fees prescribed by the
statute shall govern.

This section provides fee exemptions for active volunteer fire
and rescue members who currently serve on departments that cover Kingwood
Township and for active military and veterans who are Township residents.
A. Definitions. For purposes of this section, the following terms, phrases,
words and their derivations shall have the meanings stated below:
ACTIVE VOLUNTEER MEMBER
A person who has been so designated by the governing body
of any of the following emergency service organizations serving the
Township of Kingwood: the Kingwood Township Fire Department and/or
Kingwood Township First Aid/Rescue Squad, and who is faithfully and
actually performing volunteer service in any of the aforementioned
organizations.
EXEMPT RESIDENT OF KINGWOOD TOWNSHIP
A person whose primary place of residence is located within
Kingwood Township as evidenced by his or her property deed or a rental
agreement and who, though use of documentation, can demonstrate that
he or she is an active volunteer member of i) the Kingwood Township
Fire Department and/or Kingwood Township First Aid/Rescue Squad; or
ii) active military as demonstrated by an identification card or other
legally recognized form of documentation; or iii) a United States
veteran as defined by this section.
PERSONAL USE AND BENEFIT
For the noncommercial use and benefit of the person requesting
a waiver pursuant to this section only. The terms shall in no way
include commercial uses or benefits that accrue due to commercial
uses.
UNITED STATES VETERAN
An individual who a) possesses a DD-214 form, or active military
identification card, reserve identification card, dependent identification
card, retired identification card, veteran identification card, honorable
discharge certificate and/or general discharge certificate, and b)
satisfies any one or more of the following criteria:
(1)
Is currently serving in the United States Army, Navy, Air Force,
Marines or Coast Guard or their reserve components, the Army National
Guard or the Air National Guard; or
(2)
Has served in the United States Army, Navy, Air Force, Marines
or Coast Guard and has received a general discharge or higher; or
(3)
Has served in any combination of United States Army, Navy, Air
Force, Marines or Coast Guard or their reserve components, the Army
National Guard or the Air National Guard, and has received a general
discharge or higher; or
(4)
A veteran as that term is defined pursuant to the laws of the
State of New Jersey.
B. Fee exemptions.
(1) The fees for the following permits, approvals, licenses, certifications and copies shall be waived for all exempt residents of Kingwood Township as that term is defined in Subsection
A of this section; provided, however, that said waiver shall only be for the personal use and benefit of the individual receiving said waiver:
(a)
Vital statistic fees:

Certified copies of birth, marriage, civil union and domestic
partnership certificates.
[2]
Certified copies of death certificates.
[3]
Marriage, remarriage, civil union, and domestic partnership
licenses.
(b)
Certified list of names from current tax duplicates required
in connection with notices required for hearing an application for
development.
(c)
Certified property owners list.
(d)
Driveway construction or alteration permit:
(e)
Tax bills, photographs, and duplicates.
(2) The following fees shall not be waived or otherwise exempted under
this section:
(a)
Any fee that is collected and paid to the State of New Jersey,
Hunterdon County or any other governmental entity that is not the
Township of Kingwood; Construction Code fees, public records request
fees, returned check fees, soil log testing fees, subdivision fees,
site plan fees or escrows for professional services.
(3) This section is not intended to in any way limit other statutory
fee or license exemptions provided by law.
