A. It is hereby declared to be the policy of the City of Owensville,
Missouri, that under no circumstances shall City-owned equipment be
leased, rented or provided to private persons, entities or firms for
the use on any private work project. The Board of Aldermen reserves
the right to rent, lease or otherwise grant other Federal, State or
local governmental agencies the right to use City-owned equipment
for work on public improvements or facilities subject to the following
requirements:
1.
Any requests for use of City-owned or controlled property must
be submitted to the Board of Aldermen in writing by an authorized
agent of the requesting governmental entity.
2.
The request submitted must set forth in detail a description
of the project, what the requested equipment shall be used for and
how long the equipment will be needed.
3.
The Board of Aldermen reserves the right on a case-by-case basis
to determine what charges, if any, will be assessed for the use of
the requested equipment.

Any employee of the City of Owensville who uses City equipment
for their own benefit or allows any other party to use any equipment
of the City of Owensville shall be subject to disciplinary action
up to and including termination.

A. The Mayor shall have the ability to execute such mutual-aid agreements
thereby allowing the City of Owensville to lend, lease or otherwise
grant the use of personnel and equipment to other Federal, State or
local governmental agencies for use in an emergency situation.
B. This Section shall not be construed as conflicting with any other
provision within this Chapter.
