a. 
All ordinances prepared for submission to Borough Council shall be reviewed prior to introduction by:
1. 
The Administrator and the affected department head, each of whom shall have the opportunity to submit to the Borough Council a written report on the administrative implication of the proposed ordinance. The report shall be submitted to the Borough Council not more than 30 days from the date the ordinance was received.
2. 
The Director of Law who shall conduct legal analysis to determine the lawful basis of the proposed ordinance and its consistency with existing ordinances of the Borough and submit a written report to the Borough Council. The report shall be submitted to the Borough Council not more than 30 days from the date the ordinance was received.
b. 
An ordinance or resolution may be introduced by any member of the Borough Council. Each ordinance and resolution shall be limited to a single issue which shall be expressed in condensed form in its title. All ordinances and resolutions shall be introduced in writing or in typewritten form.
c. 
All ordinances shall be introduced, read, heard and enacted in the manner provided by general law. The Borough Council may adopt an ordinance on final reading only by the affirmative vote of a majority of the entire members of the Borough Council. Each ordinance passed by the Borough Council shall be promptly delivered by the Borough Clerk to the Mayor. Each ordinance shall be returned by the Mayor to the Borough Clerk after the Mayor has affixed his signature therefor, vetoed the same or after the expiration of 10 days from the date of its delivery to the Mayor.
d. 
In the event of a veto of an ordinance by the Mayor, the ordinance shall be returned to the Borough Clerk with a written statement setting forth his objection thereto or any item or point thereof. The Borough Council may reconsider any ordinance returned by the Mayor without his approval. Such reconsideration may take place at a meeting of the Borough Council which occurs not less than three nor more than 30 days following the return of the ordinance by the Mayor.
e. 
The Borough Council may, in their reconsideration of an ordinance returned by veto of the Mayor, vote to override the veto of the Mayor which shall require a minimum of 2/3 of the full authorized membership of the Borough Council voting in favor of the reconsideration to adopt the ordinance.
f. 
No ordinances, other than the local budget, shall take effect less than 20 days after its final passage and publication by the Borough Council and approval by the Mayor, where such approval is required, unless the Borough Council shall adopt a resolution declaring an emergency and at least 2/3 vote of all members of the Borough Council vote in favor of such a resolution.
g. 
Whenever an ordinance has been reconsidered by the Borough Council following a veto by the Mayor, the Borough Clerk shall append to such ordinance a certification of the action of the Borough Council upon such reconsideration in substantially the following form:
I HEREBY CERTIFY that the above ordinance was adopted by the Borough Council on the _____ day of _____ 20 _____, and was delivered to the Mayor on the _____ day of 20 _____, and was returned to me on the _____ day of 20 _____, together with the Mayor's statement of the reasons for which he was constrained to withhold his approval of such ordinance, item or part thereof. On reconsideration thereof on the _____ day of _____ 20 _____, [the Borough Council duly resolved by the affirmative vote of 2/3 of its full authorized membership to enact such ordinance, item or part thereof notwithstanding the Mayor's veto] or (the Mayor's veto was sustained).

h. 
Whenever an ordinance takes effect without the Mayor's signature by reason of his failure to return it to the Borough Council by filing it with the Borough Clerk within 10 days after it has been presented to him, the Borough Clerk shall append to such ordinance a certificate in substantially the following form:
I HEREBY CERTIFY that the above ordinance was adopted by the Borough Council on the _____ day of _____ 20 _____, and was presented to the Mayor duly certified on the _____ day of _____ 20 _____, and upon his failure to sign it or to return and file it with the Borough Clerk within 10 days thereafter, said ordinance took effect in like manner as if the Mayor had signed it.

i. 
All resolutions shall be introduced, read by title and enacted in the manner provided by general law. The Borough Council, except as may be provided to the contrary by specific provision of state statutes, may adopt resolutions by affirmative vote of a majority of all votes cast in the resolutions.
