There is hereby created a Department of Administration, the
head of which shall be the Director to be known as the "Administrator."
He may designate an employee of the Borough to serve as an Acting
Administrator in his absence, who shall exercise all the functions,
powers and duties as may be assigned to the Administrator.

Within the Department of Administration, there shall be a Division
of Administration which shall:
a. Prescribe and install uniform procedures for budget request submissions
by departments.
b. Prepare the Mayor's budget submission to the Borough Council.
c. Administer a centralized purchasing system.
d. Be responsible for the development and administration of a sound
personnel system, including but not limited to:
1. Job classification, employee evaluations and administration of pay
plans.
2. Recruitment, evaluation and recommendation of candidates for employment
by the Borough to the positions as employees and officials, including
directors of departments created by this chapter.
3. Maintaining personnel records of municipal officials and employees.
4. Coordinating the processes of appointment and removal of municipal
employees within the various departments and to this end reviewing
and approving proposed appointments and discharges of personnel prior
to any such action by any department to ensure compliance with the
provisions of the Borough personnel regulations.
5. Administering all matters relating to the financial status, rights
and benefits of employees of the municipality under the employees'
benefit and welfare programs.
e. Prescribe and enforce rules and regulations of the municipal government
consistent with the Charter, State Statute and this chapter.
f. Negotiate all contracts, agreements, etc., with the assistance of
the Director of Law where necessary.
g. Set all fees to be collected by various departments of the Borough
for licenses, permits and work performed, except where specifically
required by Statute to be adopted by ordinances. All such fees shall
be in accordance with applicable Statutes.

Within the Department there shall be a Division of Central Services
which shall:
a. Supervise telephone, mail, office equipment and other common office
services.
b. Place, purchase and review the insurance needs of the Borough.
c. Receive requests for special services by various officers, officials
and boards and provide such within limits of budget appropriations.

There shall be a Municipal Court which shall have and exercise
the limited civil and criminal jurisdiction prescribed by law. Pursuant
to N.J.S.A. 2A:8-1 et seq., the existing Municipal Court established
is hereby continued. The Judge of the Municipal Court shall be appointed
by the Mayor for a term of three years with the advice and consent
of the Borough Council and shall serve until the appointment and qualification
of his successor. For the purposes of budgeting, personnel and purchasing,
this statutory agency shall be allocated and placed within the Division
of Municipal Court.

a. Within the Department there shall be a Division of Engineering which
shall be headed by the Borough Engineer. Prior to appointment, the
Borough Engineer shall be licensed as a professional engineer in the
State of New Jersey. The Division shall:
1. Provide engineering services to the Borough, its Mayor, the Borough
Council and departments as directed by the Administrator.
2. Provide such other services as directed by the Administrator.
b. All maps, correspondence, profiles, specifications, surveys, field
notes and related documents done on behalf of the Borough shall be
and remain the property of the Borough. If filed for convenience of
the Borough Engineer, at his private office, they shall be furnished
or returned on request. On the termination of employment or contract,
they shall be delivered to the successor or Borough Engineer or the
Borough upon direction pursuant to the provisions of this chapter,
along with a written consent to substitution of a successor in all
actions and proceedings then pending to which the Borough is a party.

Within the Department there shall be a Division of Emergency
Management, the head of which shall be the Municipal Disaster Control
Coordinator appointed by the Mayor, pursuant to N.J.S.A. App A:9-40.1.
Additionally, there is also established a Local Disaster Council consisting
of not more than 15 members appointed by the Mayor pursuant to N.J.S.A.
App A:9-41 who shall serve at the pleasure of the Mayor.
