1. 
Creation. There is created in the City a violations bureau as a branch of the Office of the City Clerk. It shall be the duty of the City Clerk to collect all fines for violations of all nonmoving motor vehicle violations of City ordinances as enacted by the City Council.

Payment of Fines. Any person or owner who has received a citation or has had a traffic citation and complaint attached to a vehicle registered in his/her name or under his/her control may take such traffic citation within seven days to the Office of the City Clerk at Ralston City Hall, during normal working hours and pay the fine for such violation in accordance with the schedule set forth in § 5-702 of the Ralston Municipal Code. Upon payment of the fine, the City Clerk shall cause the citation to be canceled forthwith. Should any person fail to pay any such fine within seven days of the issuance of the citation, but shall pay the fine on or after the eighth day or on or before the 30th day of the issuance of said citation, the fine therefor shall be double that which is set forth in § 5-702. Should any fine not be paid on or before the 30th day of the issuance of the citation, the City Attorney or his duly appointed representative or the County Attorney, as the case may be, may file a complaint against such person in an appropriate court. The fine for failure to pay a parking fine on or before the 30th day after the date of the issuance of the citation shall be four times the amount as set forth in § 5-702, and, in the event a complaint has been filed in court, the offender shall be required to pay costs of prosecution.

Treasury Deposit. The City Clerk shall keep accurate records of all such fines paid, by citation and complaint number, and the money so collected shall be transferred to the City Treasurer for deposit daily. All such fines collected shall be disbursed from the City Treasury according to law.

Administrative Fee. In addition to the fines as set forth in § 5-702, the City Clerk shall collect from the person receiving the citation the sum of $10 for each such citation received to defray the administrative costs and shall represent the cost to the City for the operation of the violations bureau which may include the wages and fringe benefits of operating personnel; the costs of printing citations and forms; postage; office supplies; office equipment, maintenance and repair; and necessary overhead, including heating and air-conditioning, lights, rents, telephone expense and data processing expenses. Such administrative fee shall be uniform for all citations without regard to the amount of penalty assessed and shall be deposited in the general fund of the City.
