All that certain piece, parcel and lot of land owned by the Borough of Mt. Jewett and located at High Street and Gallup Avenue, which said land has been improved for the purpose of the creation of a public park shall be and is hereby named and designated "Mt. Jewett Community Park."
Rules and regulations pertaining to conduct of activities within the park, hours of admission, prohibiting of certain acts, and any other such rules and regulations necessary to the protection of the said park and properties located therein and for the protection of persons using the said park may be adopted from time to time by resolution of the Borough Council. Any such rule or regulation so adopted shall be enforceable as though it were adopted as part of this chapter.

Any person or persons convicted of violating any rule or regulation adopted by resolution of the Borough Council pursuant to this chapter shall, upon conviction thereof, pay a fine of not more than $600, plus court costs and reasonable attorneys' fees incurred by the Borough in the enforcement proceedings. If the penalty is not paid, the Borough shall initiate a civil action for collection in accordance with the Pennsylvania Rules of Civil Procedure. Each day a violation exists shall constitute a separate offense, and each section of this chapter that is violated shall also constitute a separate offense. In addition to or in lieu of enforcement under this section, the Borough may enforce this chapter in equity in the Court of Common Pleas of McKean County.
