Be it enacted it is hereby ordained by the Mayor and Council of the Borough of Mt. Jewett, in the County of McKean and the State of Pennsylvania, that no person shall, without having first obtained from the Borough Secretary, after approval from the building permit committee, a permit to do the following:
A. 
Construct or cause to allow to be constructed, upon any land in the Borough of Mt. Jewett owned or leased by him, any building.
B. 
Alter or cause or allow to be altered any building owned by him within the Borough of Mt. Jewett, by making any structural change or addition of any nature whatever.
C. 
Move or cause or allow to be moved any building onto any land owned or leased by him within the Borough of Mt. Jewett.
The word "person," as used in this chapter, shall mean any natural person, partnership, association, firm or corporation. In this chapter, the singular shall include the plural and the masculine shall include the feminine and the neuter.
Application for any permit required by this chapter shall be made upon a form furnished by the Borough and shall be filled in by the applicant and shall describe properly the work to be done, and shall be signed by him, and for each new building, structural alterations or additions to existing building, there shall be filed with the application a description of the project, attaching a sketch showing property lines, adjacent streets, existing buildings, the proposed project and dimensions, clearly setting forth the nature and extent of work to be done.
After examination of the application, plans and specifications, the Building Permit Committee shall act as promptly as possible approving or rejecting an application within 15 days of its presentation.
The fee for a building permit shall be $25 for a project costing $1,500 or less and $50 for a project costing more than $1,500. Every permit shall be considered cancelled if active work is not commenced within the period of one year from the date of issue.

Any person who violates or permits a violation of this chapter shall, upon conviction in a summary proceeding under the Pennsylvania Rules of Criminal Procedure, be guilty of a summary offense and shall be punishable by a fine of not more than $1,000, plus court costs and reasonable attorneys' fees incurred by the Borough in the enforcement proceedings. Upon judgment against any person by summary conviction, or by proceedings by summons on default of the payment of the fine or penalty imposed and the costs, the defendant may be sentenced and committed to the county correctional facility for a period not exceeding 30 days. Each day that such violation exists shall constitute a separate offense, and each section of this chapter that is violated shall also constitute a separate offense. In addition to or in lieu of enforcement under this section, the Borough may enforce this chapter in equity in the Court of Common Pleas of McKean County.
All ordinances or parts of ordinances inconsistent with this chapter shall be and the same expressly are repealed.
