The Mayor shall be the Chief Executive Officer of the City and shall have the power and duty to supervise the administration of the Charter and ordinances of the City, and all general laws applicable thereto.

a. 
The Mayor of the City shall:
1. 
Have such powers of appointment and removal as are provided by Charter or general law;
2. 
Have power to appoint with the advice and consent of the Council to all offices where no other provision is made for such appointment;
3. 
Assign or approve the assignment of space in public buildings and other public places for temporary or permanent use of any department, body, officer, agency or instrumentality, and shall, through the Business Administrator, control the assignment, allocation and use of furniture, equipment or other public property in the City government.
b. 
The Mayor may assign and reassign, transfer and retransfer, from time to time, either temporarily or permanently, any property or personnel from one function to another or from one administrative unit to another, as the efficient management of the City government may require, subject to the express requirements of the Charter, Title 11 (Civil Service) of the New Jersey Statutes, as amended and supplemented, and all other applicable general laws.
c. 
Nothing in this section shall apply to the Council or the Office of the City Clerk.

The Mayor may delegate to the head of any department any function, power or duty conferred upon the Mayor by ordinance which is not required by Charter or general law to be exercised, performed or discharged personally by the Mayor.
[R.O. 1966 § 2:2-5]
The Mayor shall serve as chairman of the Board of School Estimate constituted pursuant to Title 18 of the Revised Statutes of New Jersey, as amended and supplemented. The Mayor, in consultation with the Board of School Estimate, shall examine into and from time to time make recommendations to Council respecting the possibility of cooperation, by contract or otherwise, in budgeting, personnel administration, purchasing, accounting and control, and other staff services, as between the City and the City School District.
