There is hereby established a Civil Service
Commission for the Borough of Homestead pursuant to § 1171
et seq. of the Borough Code, Act of February 1, 1966 (1965 P.L. 1656,
No. 581), as amended,[1] which Commission shall continue in existence and operation
so long as the Borough of Homestead maintains a police force of three
or more full-time members.

1.
The Civil Service
Commission of the Borough of Homestead shall consist of three Commissioners
who shall be qualified electors of the Borough and shall be appointed
by the Borough Council initially to serve for the terms of two, four
and six years; and as terms thereafter expire, shall be appointed
for terms of six years.
2.
Any vacancy occurring
in the Commission for any reason whatsoever shall be filled by the
Borough Council for the unexpired term within the period of 30 days
after such vacancy occurs.
3.
Each member of
the Commission created by this article shall, before entering upon
the discharge of the duties of his office, take an oath or affirmation
to support the Constitution of the United States and the Commonwealth
of Pennsylvania and to perform his official duties with fidelity,
together with such loyalty oath as is prescribed and required by law.
The Civil Service Commissioners shall receive no compensation.
4.
The terms of each
Commissioner shall expire on January 31 of each even-numbered calendar
year following appointment, except a Commissioner shall continue to
serve in office following the expiration date of his term until his
successor is appointed by the Borough Council.
5.
No Commissioner
shall at the same time hold an elective or appointed office under
the United States Government, the Commonwealth of Pennsylvania or
any political subdivision of the Commonwealth, except that one member
of the Commission may be a member of the Council of the Borough and
one may be a member of the teaching profession.
The following persons are hereby appointed as
initial members of the Civil Service Commission of the Borough of
Homestead and shall serve the terms set forth following their respective
names:[1]

Members of the Civil Service Commission of the
Borough of Homestead shall exercise their duties, functions and responsibilities
in accordance with the provisions for the Civil Service Commission
as set forth in the Borough Code, Act of February 1, 1966 (1965 P.L.
1656, No. 581), as amended.[1]

All prior appointments to the Civil Service
Commission of the Borough of Homestead by the Council of the Borough
of Homestead, and all prior actions of the Civil Service Commission
of the Borough of Homestead, are hereby ratified and approved even
though such appointments and actions may have been undertaken in the
absence of a Borough ordinance or other enabling legislation of the
Borough of Homestead.
