The following words, terms, and phrases shall be construed in
this article to have the following meanings except in those instances
where the context clearly indicates otherwise:
GARBAGE
All animal and vegetable waste attending or resulting from
the handling, dealing in, storing, preparation, cooking, and consumption
of foods; all refuse of animal or vegetable matter which has been
used for food of man or which was intended to be so used and excess
fruit from trees on residential property but not from trees in orchards
or on farms.
PERSON
Includes every natural person, firm, copartnership, association,
or corporation.
RUBBISH
All paper, cardboard, rags, broken glass, crockery, bottles,
tin cans, wastebasket debris, grass cuttings, and small household
refuse, generally including incinerator ashes and refuse from paper
burners, and from heating plants and coal stoves and refuse caused
by repairs, alterations, and new constructions of buildings and sidewalks.
TRASH
Any object or fluid other than garbage and rubbish which
is abandoned or of no further use to its owner.
The right of the people to clean air, pure water, and the natural
qualities of their environment shall not be abridged.
The Borough of East Pittsburgh shall endeavor to assure the
rights guaranteed to its citizens in the second section of this article.
The Borough of East Pittsburgh shall endeavor to correct the
ecological imbalance in our dead streams by seeking in cooperation
with the Churchill Area Regional Planning Commission to eliminate
mine-acid drainage and other pollutants in our streams with the goal
and intention of providing the citizens of the Borough of East Pittsburgh
with living streams abundant in natural wildlife.
No person shall throw, place or dump any garbage, rubbish, or
trash upon the shores, margins, or surface of any sewer inlet, stream,
or other body of water within the Borough of East Pittsburgh.

Any person, firm, or corporation who or which shall violate
any provision of this article shall, upon conviction thereof, be sentenced
to pay a fine of not less than $50 nor more than $300, and costs of
prosecution, or, in default of payment of such fine and costs, to
undergo imprisonment for not less than five days nor more than 30
days, provided each violation of this article, and each day the same
is continued, shall be deemed a separate offense.
