A.
The waste water facilities service charge for the use of and for service supplied by the waste water facilities of the City shall consist of a basic user charge for operation and maintenance plus replacement, debt service, and a surcharge, if applicable.

The basic user charge shall apply to all users. Characteristics of normal domestic sewage are as follows:

The charge shall be computed as follows:
a.
Estimate the projected annual revenue required to operate and maintain the waste water facilities, including a replacement fund, and debt service for the next fiscal year for all works categories.
b.
Proportion the estimated costs to waste water facility categories by volume, suspended solids and BOD5.
c.
Estimate waste water volume, pounds of SS, pounds of BOD5, and pounds of other pollutants, to be treated.

A surcharge shall be levied to any user when the limits set forth herein for flow, BOD5, and/or SS, are exceeded, when based on a water use of one hundred (100) gallons per day per person. Section 720.040 of this Article specifies the procedure used to compute the surcharge, also see Appendix C, Article II-C, on file in the City offices.
5.
The waste water facilities service charge shall be reviewed annually by the City. It shall be revised periodically to reflect a change in operation, maintenance, and replacement cost.
