A. 
The waste water facilities service charge for the use of and for service supplied by the waste water facilities of the City shall consist of a basic user charge for operation and maintenance plus replacement, debt service, and a surcharge, if applicable.
1. 
The basic user charge shall be a flat rate, and will include:
a. 
The cost of operation and maintenance;
b. 
Debt service;
c. 
Replacement costs; and
d. 
Surcharges, if applicable.
2. 
The basic user charge shall apply to all users. Characteristics of normal domestic sewage are as follows:
a. 
A five-day, twenty degrees centigrade (20° C.) biochemical oxygen demand (BOD5) of 204 mg/l.
b. 
A suspended solids content of 240 mg/l.
c. 
Subsection (A)(2)(a) and (b) herein are based on one hundred (100) gallons of water per day.
3. 
The charge shall be computed as follows:
a. 
Estimate the projected annual revenue required to operate and maintain the waste water facilities, including a replacement fund, and debt service for the next fiscal year for all works categories.
b. 
Proportion the estimated costs to waste water facility categories by volume, suspended solids and BOD5.
c. 
Estimate waste water volume, pounds of SS, pounds of BOD5, and pounds of other pollutants, to be treated.
4. 
A surcharge shall be levied to any user when the limits set forth herein for flow, BOD5, and/or SS, are exceeded, when based on a water use of one hundred (100) gallons per day per person. Section 720.040 of this Article specifies the procedure used to compute the surcharge, also see Appendix C, Article II-C, on file in the City offices.
5. 
The waste water facilities service charge shall be reviewed annually by the City. It shall be revised periodically to reflect a change in operation, maintenance, and replacement cost.

The amount of waste water discharged by the residential non-metered sewer service user shall be considered to be as follows:

A. 
The non-metered user of the waste water system shall pay each month, beginning March 1, of each year, an amount determined as follows:

All customers shall pay the basic user charge, plus debt retirement. The total bill is estimated to be six dollars and fifty-nine cents ($6.59) per month per customer.
a. 
Any customer who is found to discharge a greater volume of waste than the volume (Q) established in Section 720.030 of this Article and/or exceeds the established limits for BOD and SS (see Section 720.020) shall be required to pay a surcharge.
b. 
The City may require any customer to install flow measuring equipment if there is an indication that any limits mentioned herein are being exceeded. The flow measuring equipment shall be furnished, installed and maintained by the customer, and must be as specified by the City. The surcharge for excessive flow shall be computed by the following formula:

FSC is the monthly surcharge for excessive flow.
MF is the measured flow.
Note: If MF is equal to or less than Q, there will be no surcharge for that month. The basic user charge will apply.

The monthly user charge shall be the sum of the basic user charge, plus debt retirement and applicable surcharges. The monthly basic user charge shall be computed by the formula that follows:
MUC = (BUC) + TSC + DR
Where:
BUC is the basic user charge per one thousand (1,000) gallons (see Section 720.040).
TSC is the total surcharge.
DR is the debt retirement payment one dollar fifty-nine cents ($1.59) per month where:
TSC is equal to summation of surcharges for excessive: 1) flow, 2) BOD, 3) SS, 4) other pollutants. The surcharge for BOD, SS and other pollutants are computed as shown in Section 5, Article I-C of Appendix C, on file in the City offices.
If TSC = 0; then MUC = BUC, + DR.
B. 
Assume water used between January 1 and December 31 is sixty-eight million six hundred sixty-nine thousand eight hundred (68,669,800) gallons, there are eight hundred (800) customers, then:

C. 
The basic user charge is five dollars ($5.00) per month per customer.
