The operation and use of all parks and other outdoor lands owned or controlled by the Borough shall be regulated and controlled pursuant to the terms of this section.

a. 
No person either licensed or unlicensed shall operate a licensed or unlicensed motor-driven vehicle in the parks at a speed in excess of 10 miles per hour.
b. 
Mini-bikes, go-carts, motorcycles, motor bicycles and any other all-terrain type of vehicle are specifically prohibited from operation in parks.
c. 
Commercial vehicles with a registered gross weight of 5,000 pounds or more when loaded shall be specifically prohibited from parking and/or operating in the parks unless they are present on official Borough business or pursuant to a scheduled event. Further, any other truck, trailer, bus, or vehicle with a registered gross weight of 5,000 pounds or more when loaded shall be specifically prohibited from parking and/or operating in the parks unless they are present on official Borough business or pursuant to a scheduled event.

No person shall damage, deface, destroy or alter in any way, any property, buildings, trees, shrubs, grounds, baseball fields, roads, barbeque pits, picnic tables or other property of the Borough or of private persons located within the parks.

a. 
No person shall be present in the parks from dusk to dawn unless their presence is pursuant to a scheduled event specifically authorized by the Mayor or Borough Council as set forth herein.
b. 
An authorization request for use of the park after dusk shall be made as follows:
Applicant shall obtain an application from the Borough Clerk. The application must be completed and returned to the Clerk at least five days prior to the scheduled Borough Council meeting prior to the intended use. Applicant may be required to attend a meeting of the Council regarding applicant's intended use of the park. Applicant must receive express approval prior to any use as set forth therein.

Any person found guilty of violating the provisions of this section shall upon conviction, be liable to the penalty stated in Chapter 1, Section 1-5.
