There shall be an officer of the City entitled code enforcement officer (also building official, building inspector, zoning enforcing officer and assessors' clerk) who shall be appointed by the City Manager. Such officer shall operate under the supervision of the City Manager and in coordination with the board of assessors and zoning board of appeals and in accordance with the provisions of the City charter.

(a) 
The duties of the code enforcement officer (also building official, building inspector, zoning enforcing officer and assessors' clerk) shall be:
(1) 
To enforce all building and zoning codes of the municipality.
(2) 
To inspect all buildings within the City to assure their concurrence with the municipal building code as established by the Council.
(3) 
To insure compliance of the municipal zoning ordinances as established by the Council.
(4) 
To assist the assessors in the performance of duties of their office as required by the state laws and City ordinances.
(5) 
To supervise assessment aides and/or clerical assistance assigned temporarily or permanently to the department.
