(a) 
The internal plumbing and drainage system of a building or structure shall be installed in conformity with the State of Maine Internal Plumbing Rules, Chapter 238.
(b) 
Subsurface wastewater disposal systems shall be installed in compliance with State of Maine Subsurface Wastewater Disposal Rules, Chapter 241.

The City Council shall annually appoint a plumbing inspector in accordance with 30-A M.R.S.A. § 4221 et seq.

No person shall install any plumbing in any building or structure or any subsurface wastewater disposal system or component without first obtaining a permit.

No person shall install any electrical equipment as defined in 30-A M.R.S.A. § 4151 without first obtaining a permit from the City for any original installation, alteration or additions to any existing electrical equipment.

All wiring shall be done in accordance with standards and guidelines set by the NFPA-70 (National Electrical Code), 1993 edition of the National Electrical Code.

The City Council shall promulgate reasonable fees for plumbing permits and electrical permits. The fees for plumbing permits shall not be less than that set by the state for plumbing permits. The City Council may review and promulgate new fees from time to time.

Whoever violates any of the provisions of this chapter shall be subject to the penalties and provisions of § 1-8 of this Code.

The provisions of this article shall be severable and if any phrase, clause, sentence, section or provision, or the application thereof, shall be held invalid, the remainder of this article and the application thereof shall not be affected thereby.
