As used in this article, the following words and phrases shall
have the meaning ascribed to them in this section.
DWELLING
A building occupied either wholly or in part for residence
purposes. It may include one or more dwelling units.
DWELLING UNIT
One or more rooms arranged for the use of one or more individuals
living together as a single housekeeping unit.
PERSON
Any individual, firm, corporation or association.
ROOMING UNIT
Any room or group of rooms forming a single habitable unit
used or intended to be used for living and sleeping but not for cooking
or eating purposes.

The director of health and sanitation and health officer shall
appoint, subject to the approval of the state commissioner of health
and welfare, one or more inspectors of plumbing, who shall act in
accordance with the state code on plumbing inspectors.

Every dwelling and all parts thereof shall be kept in good repair
and structurally sound by the owner so that such dwelling is maintained
in a condition fit for human habitation.

The plumbing and drainage system shall be installed to comply
with the "State Plumbing Code" of the State of Maine.

In situations where the health officer determines that extreme
danger or menace to the occupants or public health exists, said officer
may order immediate vacating of the occupants.

If the persons notified to vacate neglect or refuse to comply
with the terms of the order, the health officer shall then declare
the premises unfit for human habitation by issuing to the occupants
and the owner a written notice to vacate the premises within such
time as the health officer may deem reasonable, and a notice prohibiting
continued occupancy or reoccupancy shall be conspicuously posted on
the premises or portion thereof.

It shall be unlawful for any person to remove or deface said
notice prohibiting continued occupancy or reoccupancy.

No person owning, occupying or having control of a posted building,
structure, tent, vehicle, apartment, room, premises or portion thereof,
which has been ordered vacated, shall occupy, reoccupy, rent or permit
to be rented or occupied any such premise without the written consent
of the health officer certifying that the required corrections have
been made.

Whenever a dwelling is vacated, it shall be the duty of the
owner or agent to assure that such dwelling is in a clean, sanitary
and habitable condition and free from infestation by vermin or rodents
before reoccupancy.

It shall be unlawful for the owner of any building, structure,
tent, vehicle, apartment, room, premises or portion thereof, against
which any lawful order has been issued pursuant to this article to
sell, transfer, or otherwise dispose of same to another unless he
shall first furnish to the grantee prior to transfer a true copy of
any order issued, and at the same time notify the health officer in
writing of the intent of transfer by personal delivery to the health
officer and receiving a receipt therefor, or by certified or registered
mail, return receipt requested, giving the name and address of the
person to whom the transfer is proposed.
