(a) 
"Emergency government" shall mean the preparation for and the carrying out of all emergency functions, other than functions for which the military forces are primarily responsible, to minimize the repair injury and damage resulting from disaster caused by enemy attack, sabotage or other hostile action, or by fire, flood or other natural causes.
(b) 
By reason of the increasing possibility of disasters of unprecedented size and destructiveness, and to insure that preparations will be adequate to cope with such disasters and to provide for the common defense, to protect the public peace, health, safety and general welfare and to preserve the lives and property of the people, it is hereby declared necessary:
(1) 
To establish a local emergency government organization.
(2) 
To provide for the exercise of necessary powers during all emergencies listed above.
(3) 
To provide for the rendering of cooperation and mutual aid between this City and other political subdivisions.
(c) 
It is further declared to be the purpose of this chapter and the policy of the City that all emergency government functions of this City be coordinated to the maximum extent practicable with existing services and facilities of this City, and with comparable functions of the federal, state and County governments and other political subdivisions, and of various private agencies to the end that the most effective preparation and use may be made of manpower, resources and facilities for dealing with any disaster that may occur.
(d) 
Enforcement and penalty. In order to ensure compliance with the policy and purpose of this chapter and to enforce any emergency orders duly issued by officials of the State of Wisconsin or the City of Lake Geneva, Wisconsin, any person who willfully violates or obstructs the execution of any duly issued emergency orders by officials of the State of Wisconsin or the City of Lake Geneva, Wisconsin, shall be subject to a forfeiture of not less than $500 and no more than $1,000 for each violation. Each day a violation continues shall constitute a separate offense. The City of Lake Geneva may also seek equitable relief, including injunctions to gain compliance with said orders.

(a) 
A joint action ordinance of the County Board of Supervisors provided for a county-municipal joint action emergency government plan of organization adopted by the County Board on the 15th day of June, 1971. A copy of the county ordinance is made a part hereof by reference and is hereby ratified and accepted by the City.
(b) 
This ratification and acceptance of the Joint Action Ordinance No. 27 shall constitute a mutual agreement between the City and the county as provided in such Joint Action Ordinance.
(c) 
The county-municipal Coordinator of Emergency Government, appointed and employed by the County Board as provided in the ordinance adopted herein by reference, is hereby designated and appointed Coordinator of Emergency Government for the City, subject to the conditions and provisions as set forth in the Wisconsin Statutes and the county Joint Action Ordinance.

(a) 
Authority to declare a disaster will be the responsibility of the local Director of Emergency Government, the Mayor of the City, or Deputy Director, to be appointed by the Director of Emergency Government.
(b) 
Designation of command center: Old radio room in City Hall, lower level with phone lines, separate numbers and supplies.
(c) 
Designate a public information officer (not a City official) by the Director of Emergency Government.
(d) 
Designate a secondary building for City government, if City Hall is destroyed (fire house).
(e) 
Designate where City government will be operated from, if City is destroyed. (county buildings at Elkhorn).
(f) 
Need an assessment team to start approximately six hours after disaster (real estate people, building inspector, etc.)
(g) 
Directive to Mayor, Police Chief, Fire Chief, EMS Coordinator, Director of Emergency Government, Department of Public Works Director, Police Dispatch Supervisor, Business Director to report to command center, immediately or within one hour.

In case of severe storms or other disasters during Venetian Festival, authority to shut down the carnival and all other activities will be given to the Chief of Police or his designate.
